The Egyptian government continues to achieve comprehensive Sustainable Development Goals (SDGs) in their various social, economic and environmental axes. Therefore, the health sector receives a high degree of attention. The state launches various initiatives and events that enhance the quality of health services provided, in addition to a group of bodies and institutions taking charge of this file, such as the General Authority for Health Care, the General Authority for Accreditation,Health Supervision and others. There is no doubt that these bodies perform their work honestly and sincerely towards achieving good health. And well-being.
Years ago, President Abdel Fattah El-Sisi launched the comprehensive health insurance system within the presidential initiative “100 Million Health” out of belief in the right of every citizen to integrated health care according to the highest quality standards, and for the sake of a better future for the people of this great nation.

Comprehensive health insurance
The comprehensive health insurance system was launched to be a mandatory social solidarity system that aims to provide integrated medical care for all members of the Egyptian family. It is also committed to working to provide high-quality health services based on social solidarity to all Egyptian citizens within the Arab Republic of Egypt in a way that ensures a response to their health needs, while removing the financial burden from their shoulders.
The project is divided into six geographical phases to cover all parts of the Republic, reaching comprehensive coverage for all Egyptians, with total reliance on digital transformation by creating an electronic medical file for every citizen to follow up on his health condition anywhere.

The system covers a huge package of medical services, starting from initial examinations to delicate surgeries and organ transplantation, which represents a qualitative leap in the quality of healthy life and securing the future of future generations against disease risks.
The first phase…the foundation stone
The first phase included 6 governorates (Port Said, Ismailia, Suez, Luxor, Aswan, and South Sinai) with the aim of measuring the extent of the system’s success in different demographic environments. This phase achieved great success in these governorates in providing more than 100 million medical and therapeutic services to beneficiaries.
One of the important pillars of this phase was the development of dozens of hospitals and hundreds of health units and equipping them with the latest medical devices in the world, while achieving digital transformation in health services provided through the “electronic medical file” to connect the patient to all system facilities, as well as applying control, accreditation and quality standards that qualified government hospitals to compete with the private sector. The first phase succeeded in paving the way for the actual start of the second phase of the project.
Distinctive health services for all citizens
In preparation for the second phase of the comprehensive health insurance system, Dr. Mostafa Madbouly, Prime Minister, met with Dr. Ahmed Al-Sabki, President of the General Authority for Health Care. The Prime Minister stressed that the comprehensive health insurance system reflects the vision of the Egyptian state in building a strong and comprehensive health system, and this system relies on a basic pillar of providing integrated health services at a high level to every citizen in various parts of the republic, in a way that achieves the state’s goals in developing a modern health sector that puts the citizen’s health and dignity at the top of priorities.
Dr. Ahmed Al-Sabki indicated that the Health Care Authority is moving forward with confident steps in developing the comprehensive health insurance system to make it a leading regional and international model that enhances citizen confidence in health services, noting the provision of more than 105 million medical and therapeutic services in the governorates of the first phase, which indicates the state’s seriousness in its commitment to providing safe and quality health services under the umbrella of comprehensive health insurance.
In conjunction with World Health Coverage Day, he stressed that the achievements of the first phase embody the slogan of this year, “It is time to put an end to the cost of treatment that burdens us,” which reflects the necessity of ending the financial burdens of treatment, in a way that guarantees everyone’s right to obtain comprehensive medical care without economic hardship.

Intense preparations for the launch of the second phase
Dr. Ahmed Al-Sabki reviewed the intensive preparations to launch the second phase of the project, stressing that preparations are underway to raise the efficiency and equip the health facilities included in the second phase with the latest medical and technological standards, in addition to supporting the sector with qualified medical staff and implementing advanced training programs. To improve the efficiency of human resources, and ensure full readiness to provide health services immediately after the start of work in the new phase, ensuring the improvement of the quality of life of the Egyptian citizen.
Preparations also include working to modernize operating systems and expand digital transformation. With the aim of raising the level of efficiency of service provision and accelerating processes related to beneficiaries to improve patient experience and ensure their satisfaction.
Based on the above review of the achievements of the first phase of the comprehensive health insurance system and the preparations for launching the second phase, while adding some developments to it with regard to digital transformation and support for medical facilities, the Egyptian government is taking steady and calculated steps towards achieving comprehensive sustainable development in the health sector in line with Egypt’s Vision 2030.
