Regarding this ongoing preparation to implement the second phase of comprehensive health insurance, Dr. Ahmed Al-Sabki, “Chairman of the Board of Directors of the General Authority for Health Care and General Supervisor of the Comprehensive Health Insurance Project,” revealed that the volume of investments allocated to the infrastructure and medical equipment for the comprehensive health insurance system in Minya Governorate amounted to about 48 billion pounds.
These investments include establishing new medical facilities and modernizing existing health facilities, in addition to providing them with the latest medical devices and digital information systems. This step aims to bring about a real transformation in the level of health services within the governorate, ensuring that the efficiency of medical facilities is raised and their ability to absorb the increase in demand for health services while adhering to the highest standards of quality and safety.

Serving millions of citizens
The comprehensive health insurance system aims to register about 6.5 million citizens of Minya Governorate. To integrate them into the new health care system; Therefore, the General Authority for Health Care is working to implement intensive field and community awareness campaigns, to familiarize citizens with the mechanisms for registering and benefiting from the system’s services, in a way that ensures achieving comprehensive health coverage for various groups in a gradual and organized manner.
Integrated health network
The system’s operational plan in Minya Governorate also includes establishing a wide network of health facilities, as the total number of institutions that will provide their services within the new system is 26 hospitals and 290 primary health care facilities, distributed among 95 family medicine centers and 195 health units.
The first phase of operation is scheduled to begin across 10 hospitals and 113 primary care centers and units, with a focus on enhancing the role of family medicine centers as the first point of contact for citizens within the health system.
Digital transformation in health
The comprehensive health insurance system in Minya relies on a modern operational model, a model that takes into account the demographic and geographical characteristics of the governorate, which includes nine administrative centers. This model is based on several main axes, including expanding the establishment and activation of family medicine centers, and implementing a referral system between different levels of care. To ensure that patients receive appropriate services according to their health condition.
The system also relies onAdvanced digital solutions, such as electronic medical files and advance reservation systems, which contribute to reducing waiting times and preventing crowding within health facilities, in addition to enhancing the quality of medical services and the accuracy of patient follow-up.
Benefiting from the experiences of the first phase
Therefore, the head of the General Authority for Health Care confirmed that the current preparations are based on the experiences gained from implementing the first phase of the comprehensive health insurance system in the previous governorates, and a unified work guide has been prepared that includes operational and organizational procedures, which helps the new governorates to start operating with high efficiency.
Preparations will include implementing intensive training programs for medical and administrative staff on quality standards and operating manuals, while ensuring that health facilities are fully prepared before actual operation begins, ensuring the provision of integrated and sustainable medical services to citizens.

It is expected that the trial operation of the comprehensive health insurance system will begin in Minya Governorate immediately after the completion of the preparation work and ensuring the full operational readiness of the health facilities. This step represents an extension of the Egyptian state’s efforts to build a modern health system that ensures the sustainability of medical services and improves the quality of life for citizens, especially in the governorates of Upper Egypt, which are receiving increasing priority in national development plans.
