The Prime Minister receives the President of the Republic of Tatarstan to discuss ways of joint economic cooperation
Over the past years, Egypt has clearly moved towards strengthening its regional and international presence by expanding its network of strategic partnerships with various economic powers, on a path that includes economic, diplomatic and commercial cooperation, as well as building more integrated models based on the exchange of experiences and overlapping economic interests.
These moves include a more comprehensive vision aimed at using these partnerships to be an effective tool to support Sustainable Development Goals (SDGs), whether by attracting qualitative investments, transferring technology, or developing vital sectors such as industry, agriculture, and energy. This reflects an increasing trend towards transforming international relations from mere traditional cooperation into actual engines for comprehensive development and enhancing the ability to face future economic challenges.
Russian Industrial Zone
In this context, Dr. Mostafa Madbouly, Prime Minister, received - at the Council of Ministers headquarters in the New Administrative Capital - President Rustam Minnikhanov, President of theRepublic of Tatarstan of the Russian Federation, to discuss issues of joint economic cooperation between the two sides.
The meeting was attended on the Egyptian side by the Minister of Agriculture and Land Reclamation, the Minister of Industry, and the Assistant Minister of Foreign Affairs for European Affairs, while on the Tatarstan side a number of officials participated, including the Chargé d’Affaires of the Russian Embassy in Cairo, the Deputy Prime Minister and Minister of Industry and Trade, and the Deputy Prime Minister and Minister of Agriculture, along with a number of senior officials concerned with international and economic cooperation.
At the beginning of the meeting, the Prime Minister welcomed the participating delegation, praising the depth of the relations between Egypt and the Russian Federation, stressing the importance of investing these relations in advancing economic cooperation, especially in light of the presidential directives to accelerate the implementation of the Russian industrial zone in the Suez Canal Economic Zone, with the related procedures nearing completion.

Egyptian-Russian partnership in BRICS
The Prime Minister referred to the existing cooperation with a number of leading companies in the Republic of Tatarstan in the Russian Federation, especially in the fields of truck manufacturing, petrochemical refining, and car tire manufacturing, stressing the Egyptian side’s interest in expanding the horizons of cooperation with these companies. He also expressed his aspiration to strengthen training and cooperation programs in the field of technology transfer, build the capabilities of Egyptian cadres, and localize these industries in Egypt in partnership with these companies, which will enhance the provision of decent work and economic growth.
He also stressed the importance of the strategic partnership between Egypt and Russia, whether at the bilateral level or within the framework of the BRICS grouping, pointing to the distinguished position occupied by the Republic of Tatarstan as an important industrial and agricultural center within Russia.
Enhancing cooperation in agriculture and pharmaceutical industries
The Prime Minister also expressed Egypt’s aspiration to develop agricultural cooperation mechanisms with the Republic of Tatarstan, including increasing Egyptian exports of agricultural crops directly to the Republic of Tatarstan, in addition to enhancing cooperation in the fields of genetic engineering, as well as agricultural mechanization.
In addition, Dr. Mustafa Madbouly expressed his aspiration to enhance cooperation in the field of pharmaceutical industries, and the participation of existing companies in the Republic of Tatarstan in the Russian Federation with Egyptian industrial complexes in this vital field, including examining the possibility of joint manufacturing of pharmaceutical industries in the Egyptian Pharmaceutical City. He also expressed his aspiration to enhance technological cooperation between Egypt and the Republic of Tatarstan in the Russian Federation.
Food security and clean energy projects
For his part, the President of the Russian Federation thanked the Prime Minister, expressing his appreciation for the continuation of the joint meetings, saying: I praise your keenness to develop bilateral relations between Cairo and Moscow, and I remember my visit in 2018. I was also honored to meet His Excellency Mr. President Sisi at the BRICS summit in 2024. Our relations have been going on for 80 years, and are based on constructive dialogue and partnership. The fruitful strategy."
President Rustam Minnikhanov indicated that the Federal Republic of Russia is cooperating with the Egyptian state in a number of important projects in the fields of food security and nuclear energy, as well as the Russian industrial zone in the Suez Canal Economic Zone, in order to achieve the comprehensive Sustainable Development Goals (SDGs) concerned with supporting industry, innovation and infrastructure.
The President of the Republic of Tatarstan in the Russian Federation stressed that Russian companies play an important role in the Egyptian market, especially in the agricultural field and the supply of food products, expressing his aspiration to increase cooperation with Egypt in the field of agricultural manufacturing, including dairy and meat, as well as cooperation in the field of the automobile industry and engineering industries in general, as well as cooperation in the field of information technology and the medical sector, and increasing tourism programs to the Egyptian resorts in Sharm El-Sheikh and Hurghada.
Multi-sector cooperation enhances economic cooperation
It was also agreed to increase the volume of trade exchange, especially in grains, in addition to expanding the manufacturing of agricultural equipment within the Suez Canal Economic Zone, while enhancing the exchange of experiences in agricultural activities and food manufacturing, especially in dairy and meat production, in addition to agreeing to hold a forum for businessmen from both sides to discuss opportunities for economic cooperation. Serious steps were also discussed to enhance industrial cooperation, especially in the field of automobile manufacturing, reflecting a trend towards expanding the joint manufacturing base.
In the same context, it was agreed to support cultural and heritage cooperation, coinciding with the selection of the city of Kazan as the Capital of Islamic Culture for the year 2026, in addition to benefiting from Tatarstan’s expertise in establishing industrial complexes, especially in the fields of petrochemicals and mining. The meeting concluded by emphasizing the importance of transforming the understandings reached into a clear work program with a specific time frame, ensuring the activation of the partnership on the ground.

In conclusion, the Egyptian discussions with the Republic of Tatarstan reflect a clear trend towards deepening international partnerships based on economic cooperation and exchange of experiences, in order to achieve a more comprehensive path linked to expanding the production base, localizing technology, and strengthening value chains.
