The fourth metro line is one of the most prominent national projects that the Egyptian state is betting on in developing a sustainable urban mass transportation network. It is a project that combines the development, service, economic and tourism dimensions at the same time.

Details of the Egyptian-Japanese Agreement

A few hours ago, the headquarters of the Ministry of Planning, Economic Development and International Cooperation witnessed the signing of exchanged letters and the executive agreement for the fourth tranche of Japanese financing directed to the first phase of the fourth metro line in Greater Cairo, within the framework of the extended partnership between Egypt and the Japanese International Cooperation Agency (JICA).

The signing took place in the presence of Lieutenant General Engineer Kamel Al-Wazir, Deputy Prime Minister for Industrial Development and Minister of Industry and Transport, and Mr. Abisawa Yu, the main representative of the JICA office in Cairo, while the letters exchanged were signed by: Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, and the Japanese Ambassador to Cairo, Iwai Fumio.

The entire Wazir team supports sustainable transport

Lieutenant General Kamel Al-Wazir stressed in his speech that this cooperation demonstrates the depth of the strategic relations betweenEgypt and Japan, explaining that the fourth metro line is a national project that reflects “Egypt Vision 2030” and the directives of President Abdel Fattah El-Sisi, which is that vision that calls for the expansion of sustainable mass transportation.

The Deputy Prime Minister for Industrial Development and Minister of Industry and Transport also explained that the project will serve approximately 1.5 million passengers – daily – after its completion, as it connects 6th of October City and New Cairo, passing through the areas of Al-Haram, Faisal, Omraniya, Giza, and Nasr City, all the way to the pyramids area and the Grand Egyptian Museum. This supports Egyptian tourism and reduces traffic pressure on Cairo and its main axes.

Stages of implementing the fourth line

The minister pointed out that the fourth line metro project is being implemented in four stages; She is:

  • The first phase: From the tree gardens to Fustat, with a length of 19 km.
  • The second phase: From Fustat to Nasr City and Al-Rehab, with a length of 31.8 km.
  • The third phase: From Al-Shajar Gardens to Al-Hosary Square in 6th of October City, with a length of 16.3 km.
  • The fourth phase: It extends from Al-Rehab to the New Capital Airport with a length of 38.7 km.

The minister added that Japan, through JICA, provided great support for the project, noting the importance of completing studies for the second phase and providing the necessary funding for it, with an interest in connecting the fourth line of the Cairo Metro to the light electric train at the capital’s airport station.

The strategic dimension of the partnership

For her part, Dr. Rania Al-Mashat explained that the agreement comes within the framework of the state’s strategic directions to promote sustainable transportation, stressing that cooperation with the Japanese side has greatly contributed to the development of infrastructure projects in Egypt.

She also drew attention to the fact that completing the financing of the first phase of the fourth line of the metro consolidates the close partnership with Japan, and is an extension of the successes of previous financing tranches, thus enhancing the quality of life in Greater Cairo and keeping pace with the increasing population density.

Then Dr. Rania Al-Mashat – Minister of Planning, Economic Development and International Cooperation – indicated that the project integrates efforts aimed at enhancing the competitiveness of the Egyptian economy and attracting direct investments in accordance with “The National Narrative for Economic Development”.

Metro Line 4 and the Grand Museum

The Japanese Ambassador to Cairo, Iwai Fumio, confirmed that the fourth metro line represents the largest project in the record of economic cooperation between Egypt and Japan, a historical record that extends over seven decades, drawing attention to the fact that it will form a vital link between the heart of Cairo and the most prominent tourist destinations in Giza.

Regarding that vital connection, Fumio added that cooperation between the two countries is embodied in the Grand Egyptian Museum project, which is scheduled for its full opening next November. Which reflects the commitment of both sides to continue building a comprehensive development partnership that benefits the Egyptian and Japanese peoples.
