This protocol is in line withThe National Human Rights Strategy issued in 2021, which gave a special focus to promoting the rights of women, children, people with disabilities, youth and the elderly.

Therefore, Lieutenant General Kamel Al-Wazir confirmed that this cooperation reflects a deep appreciation for the efforts of the Ministry of Solidarity in serving society, indicating that the protocol will not be limited to employees of the Ministry of Industry only, but will be a model that can be circulated to other ministries and bodies.

Giving back

He also praised the support of the Ministry of Solidarity in bearing the cost of the planned reductions on various means of transportation for the benefit of the elderly and people with special needs, as a practical step to reduce the burdens on citizens.

For her part, Dr. Maya Morsi appreciated the signing of this protocol, which opens the way for expanding the umbrella of services directed to the elderly, stressing that her ministry will work to facilitate the availability of facilities for the elderly in coordination with associations and civil institutions.

She also stated that this agreement will provide a “return the favor” certificate to the beneficiaries in accordance with the controls of Nasser Social Bank, and make Umrah available to them under the conditions set by the competent authorities. Cooperation also includes providing accommodation for those wishing to live in nursing homes, and participating in activities and initiatives implemented by the Ministry of Solidarity.

It is worth noting that the signing of this protocol comes within the framework of the Egyptian state’s keenness to strengthen the social protection umbrella and ensure a decent life for all the elderly, in a way that embodies the directives of the political leadership and confirms the integration between ministries in implementing the national human rights strategy and achieving the axes of “Egypt Vision 2030.”

In conclusion, the signing of the cooperation protocol between the Ministries of Industry and Social Solidarity is not limited to being an administrative procedure to regulate elderly care services, but rather reflects a qualitative shift in the way the state deals with the social protection file. This is because the Protocol translates – in practice – the principles of the National Human Rights Strategy, and highlights how sectoral policies can be integrated for the benefit of the citizen.

From a broader perspective, integrating the elderly into programs and activities that guarantee them support and care constitutes a step towards building a more comprehensive and just development model, where no one is left behind. Because a society that preserves the status of its elderly and values their giving is a more cohesive and stable society, and can face its challenges with a balanced humanitarian and development vision.
Accordingly,The Earth Guards Foundation considers this cooperation between the Ministries of Industry and Solidarity the beginning of a broader path of governmental partnerships that establish a culture of integration and place people – in their various stages of life – at the heart of public policies, thus strengthening Egypt’s position as a country that seriously seeks to achieve sustainable development based on justice and human dignity.
