Desiring to achieve the goals ofsustainable developmentfor the state, the Minister of Higher Education, Dr. Ayman Ashour, confirmed the extent of the Ministry’s interest in theNational Strategyon “Egypt Vision 2030”; This is through the seven main principles on which theMinistry of Higher Education is based. He also pointed out the importance of the “Communication” principle, which is an essential pillar of the strategy, and that the goal of this principle is to achieve harmony between the elements of the higher education system. In order to enhance its role in creating awareness and knowledge, to maximize the capabilities of national educational institutions, to support international partnerships that transfer knowledge, and to achieve Egyptian development goals, in addition to linking the Ministry to the state’s sectors and institutions.
Among what Ashour added is the importance of the principle of “Communication” in building relationships in the higher education and scientific research system, pointing out that communication is an idea divided into two parts, the first: “Internal Communication”, which means physical communication between all educational and research entities, as this helps to complete the principle of integration, by By facilitating the exchange of benefits from the capabilities of educational institutions, as well as the actual link between the elements of the higher education system; The other: “Regional Level” located between federations in different geographical regions; To meet the needs of all regions, whether in terms of educational methods, scientific research, specific academic specializations, or new programs. In addition, qualifying graduates who represent human resources that serve specific specializations.
Dr. Ayman Farid – Assistant Minister of Higher Education for strategic planning, training and qualification for the labor market – also stated that communication is a comprehensive principle for strengthening relations between the labor market and educational institutions, as well as enhancing the capabilities of graduates, then linking education outcomes to the actual needs of the labor market, after establishing new study programs, supporting innovation, stimulating the field of entrepreneurship, and expanding employment centers in universities. To support the professional path for employment, through two factors: the first: employment centers related to universities, and the other: that central role played by the Ministry of Higher Education.
What Dr. Ayman Farid added is that the principle of communication includes employing “Virtual Communication”; To serve the objectives of the strategy, stressing the Ministry’s role in launching a platform for registering students and companies. To facilitate their access to training opportunities that open a path to the labor market, and to help them reach leadership positions; This is within the program “Higher Education for Vocational Guidance for Employment”.
In the same context, he pointed out the platform’s ability to provide statistical data that reflects the performance of universities and companies. Then develop study programs; In order to suit the needs of the labor market, he pointed out that the principle of communication also includes strengthening communication at the “external level” level through international partnerships with global institutions, which support the transformation of national educational institutions into smart universities of the fourth generation, in addition to developing their capabilities; In order to attract distinguished scientific cadres, to raise the quality of the educational service it provides, as well as to support student exchange by attracting expatriates and scientific delegations, while expanding the establishment of branches of foreign universities. All of this is an indication that all forms of communication – including virtual communication – help in establishing dual educational programs and enhancing international cooperation between universities.
It is worth noting that Dr. Ayman Ashour – Minister of Higher Education and Scientific Research, launched theNational Strategy for Higher Education and Scientific Research on the 7th of this March, which is a strategy based on 7 main axes, which are: (interdisciplinary specializations, communication, integration, sustainability, effective participation, international reference, entrepreneurship and innovation); All of this is under the patronage of the Prime Minister, and in the presence of the Ministers of Planning and Economic Development, Health and Population, Communications and Information Technology, Finance, Education and Technical Education, Youth and Sports, Agriculture and Land Reclamation, and Manpower.
Regarding communication in its tangible form, Dr. Adel Abdel Ghaffar – the media advisor and official spokesman for the Ministry of Higher Education and Scientific Research – said: Communication is an essential feature in various aspects of university life, pointing to the importance required by forms of communication – including virtual communication – in light of the digital transformation, as the concept of distance learning has witnessed remarkable progress during the Corona pandemic.COVID-19, drawing attention to the fact that new forms of communication have achieved greater access to higher education, time efficiency, and lower costs; In addition to providing a dynamic and fast process, and better results that can be followed up, he added that all forms of communication help build a basis for cooperation, facilitate access, support and transfer knowledge, and maximize the use of resources.
