Green job skills in Egypt...a strategic step towards a sustainable economy

The world is witnessing a broad transformation in the labor market with the escalation of climate challenges and the global transition towardsthe green economy, which makes investing in human competencies one of the pillars of sustainable development. In this context, Egypt emerged by seeking to link labor policies to environmental and economic changes, by launching a comprehensive study to monitor and develop green job skills that the labor market needs in future sectors.

In this context, Cairo witnessed today, Sunday, the launching activities of the study “Skills for Green Jobs in Egypt”, organized by the International Labor Organization in cooperation with the World Food Programme, in the presence of the Director of the ILO Office, “Eric Ochlan”, the Deputy Director of the World Food Program in Egypt, “Rosella Fanelli”, and a number of representatives of ministries and concerned authorities, led by the Egyptian Minister of Labor, Mr. Mohamed Gibran.

The Minister of Labor’s speech during the event confirmed that this study represents a new stage in the process of building a labor market capable of keeping pace with the shift towards a green economy. The Minister explained in his speech that this step comes within the framework of the state’s vision to enhance the ability of the workforce to acquire the necessary skills to meet the requirements of emerging sustainable sectors, such asRenewable energy andWaste managementand agricultural resource efficiency. This trend is emerging at a time when the global labor market is witnessing profound changes as a result of technological innovation and climate challenges, making investment in human capital a key tool for achieving a just transition towards a green economy.

The new labor law enhances green job skills

The Minister confirmed that the study coincides with the adoption of the new Labor Law No. 14 of 2025, which was ratified by the President of the Republic after an extensive community dialogue that included the three labor parties and with the participation of the International Labor Organization. He explained that the law reflects the state’s approach to creating a flexible work environment that takes into account the new patterns of production imposed by technology and climate change. Which makes integrating green skills into the labor market part of a comprehensive strategy to support the green economy.

Gibran indicated that the Ministry is working to integrate green competencies into all levels of technical education and vocational training, while expanding dual education and industrial apprenticeship programs, and investing in training trainers. This trend constitutes a professional base capable of providing decent job opportunities in sustainable sectors, in a way that supports the vision of economic development balanced with the environment.

Triple partnerships to support the green economy

The event focused on the importance of partnership between the government, the private sector and workers to ensure a just transition towards a green economy. Eric Ochlan, Director of the International Labor Organization’s office in Cairo, stressed that the integration of green skills into national qualifications standards represents a foundation for enhancing the capacity of enterprises, especially small and medium-sized ones, and also encourages the adoption of clean technologies and adaptation to sectoral transformations.

For her part, Rossella Fanelli, Deputy Director of the World Food Program in Egypt, explained that the study represents a practical tool to empower local communities and enhance their food security by providing green job opportunities that support resilience, and she stressed that cooperation between the Egyptian government, international organizations and the private sector opens the way to transform the results of the study into practical policies that support sustainable development at the social and economic levels.

Building an advanced training system

The Minister of Labor indicated that the Ministry is currently developing the vocational training system through fixed and mobile training units and centers that are integrated with presidential initiatives such as “A Decent Life” and “A New Beginning for Human Building.” He also explained that the Training and Qualification Fund supports plans to prepare young people for new professions, keeping pace with the industrial renaissance and environmental transformations in the new republic.

Integrating green job skills into these programs represents an essential step to linkingTechnical Educationto the green labor market; Which enhances Egypt’s ability to build a development model that balances the requirements of the economy and environmental protection, and links new job opportunities with long-term Sustainable Development Goals (SDGs).
