Establishment of the National Green Hydrogen Council with the approval of the Council of Ministers
Dr. Mostafa Madbouly “Prime Minister” approved a draft decision to establish the “National Council for Green Hydrogen and Its Derivatives.” This council will be headed by the Prime Minister, with membership of the ministers of: Petroleum and Mineral Resources, Electricity and Renewable Energy, Justice, Environment, Finance, Planning and Economic Development, Transportation, Trade and Industry, Housing, Utilities and Urban Communities, Irrigation, and Military Production; In addition to the Chairman of the General Authority for the Suez Canal Economic Zone, the Chairman of the Suez Canal Authority, the First Assistant to the Prime Minister “Rapporteur”, the CEO of the General Authority for Investment and Free Zones, and the Executive Director of Egypt’s Sovereign Fund for Investment and Development.
The purpose of establishing the National Council for Green Hydrogen and its Derivatives is to achieve the requirements of sustainable development and enhance the state’s plans in the fields of economic and social development, ensuring Egypt’s competitiveness in these two promising fields regionally and globally. The National Council for Green Hydrogen and its Derivatives will undertake many specializations, including: achieving the objectives of the National Strategy for Green Hydrogen – developing this strategy in line with international developments.
Also, one of the goals of the National Council for Green Hydrogen and its Derivatives is: approving mechanisms that suit the legislation, systems and rules of work in the field of green hydrogen and its derivatives, and proposing their modernization; To keep pace with the global movement.
It is worth noting that the draft decision to establish this council requires all ministries and concerned parties to implement the necessary mechanisms to activate theNational Strategy for Green Hydrogen and its Derivatives, while implementing all the decisions issued by it – that is, the National Council for Green Hydrogen and its Derivatives – to overcome Obstacles to investment in this green field.
The decision also recommended that the National Council for Green Hydrogen and Its Derivatives – through its appointed president – commit to meeting every three months, provided that the meeting is in the presence of the majority of the council members, and that its decisions be approved by the majority of them, and when their votes are equal, the side on which the council president is shall prevail.
In the same context, the decision affirmed that the Council has the right to invite whomever it deems appropriate experts – whether from the government sector or the private sector – to provide guidance with their opinions on the issues presented to the Council members, without these experts having a counted vote in the ballot.
