TheClimate Summit concluded its work in the Kenyan capital, Nairobi, two days ago. It included multiple dialogue sessions, including the “High-Level Dialogue of the Twenty-Eighth Conference of the Parties (COP) and the United Nations Framework Convention on Climate Change on the First Global Assessment of the Implementation of theParis Agreement: Strengthening Climate Action and Supporting Africa".
This dialogue session came with Egyptian participation, represented by Dr.Mahmoud Mohieldin “The United Nations Special Envoy for Financing the 2030 Agenda for Sustainable Development, and the climate pioneer for the Egyptian presidency of the Conference of the Parties (COP) to the United Nations Climate Change Convention COP27,” where he said: “The results of the first global assessment process in looking at the degree of implementation The recommendations of theParis Agreement - which will be announced when the twenty-eighth Conference of the Parties (COP) is held early next November in Dubai - must be an official document for climate action - globally - in the future.”
There, Mohieddin stressed that this process will not be limited to governments only, but will include all active parties, and its results will show the positives that were achieved in the past period, as well as the negatives that came about in climate action. The Egyptian climate pioneer - Dr. Mahmoud Mohieldin - stated that the climate summits represented by the Glasgow and Sharm El Sheikh versions - along with what the Dubai version will accomplish - will be the comprehensive and fair approach that focuses on the dimensions of climate action, explaining that in recent years climate action was reduced to emission mitigation activities, such as carbon projects and pricing, when the world was blind to adaptation activities to changes in climate change. climate, and also forgot to deal with the losses and damages of this change.
In this context, Dr. Mahmoud Mohieldin saw that COP27 had created a practical approach for implementing adaptation activities with the help of the public and private sectors, and this was through launching the Sharm El-Sheikh Adaptation Agenda, an agenda that included five main areas of work, namely: coasts and oceans, water and nature, agriculture and food, human settlements, and infrastructure.
Hence, Mahmoud Mohieldin explained that the Sharm El-Sheikh conference refuted false allegations regarding the separation between climate and development work, as he confirmed that they are one work, and that climate financing is financing for development at the same time. Therefore, he saw the necessity of this principle becoming the basis for climate and development action in the coming days.
With regard to “The Five Regional Forums Initiative” the climate pioneer praised the Egyptian effort and the role of the Egyptians in this initiative launched by the Egyptian presidency of “COP27” through cooperation with the regional economic commissions at the United Nations and the climate pioneers. Pointing out that it is an initiative that seeks to strengthen the regional dimension of climate action, and explaining that it has succeeded in creating regional platforms for climate action. To help address the challenges of this field.
Promises to begin with. Dr. Mahmoud Mohieldin said about the global assessment process: “It is a necessary process for implementing the recommendations of the Paris Agreement, and through it successful models will emerge nationally and globally.” As for these national models, he saw beyond any doubt that Egypt was able to present a model for the localization of climate and development work, and this is through the “National Initiative for Smart Green Projects,” which charted the path to green investments in all Egyptian cities and villages.
It is worth noting that Dr. Mahmoud Mohieldin participated in another session at the Kenyan Climate Summit, entitled “Victory for Climate Action in Africa: Opening the Way to Financing Urban Transformation through Multi-Level Governance,” with the participation of: “Philip Neel,” Director of the Africa Department at the German Federal Ministry for Economic Cooperation and Development, and “Michael Mleinar,” Deputy Executive Director of the United Nations Human Settlements Programme. Alessandra Scopi, Head of the Climate Finance Unit of the European Commission Directorate-General for Climate Change, Shahbano Tarzi, Senior Advisor to COP28 for International Programs and Partnerships, and others.
In this session, Mohieddin stated that taxes, projects, and local activities are sources of great importance in financing urban transformation. He explained that this urban transformation - along with improving services and providing food and energy sources - requires the localization of climate and development work.
At the conclusion of his speech at the session “Victory for climate action in Africa: opening the way for financing urban transformation through multi-level governance,” Mohieldin noted the importance of having a comprehensive approach when implementing climate and development work; Until urban transformation is achieved, climate change adaptation activities that are strongly linked to urban transformation activities do not receive fair and adequate funding, compared to emission mitigation activities. Explaining that the value of financing adaptation activities - in Africa, for example - amounts to about $11 billion, when some statistics show that ten times this amount is needed to implement adaptation activities.
