In the presence of Dr. Mustafa Madbouly, “Prime Minister,” Dr. Rania Al-Mashat, “Minister of International Cooperation,” said: “The 2023-2027 partnership framework between Egypt and the United Nations opens promising horizons and establishes a successful strategic phase, and this is why the two partners – Egypt and the United Nations – have a very important development asset.”
Al-Mashat said this in her speech yesterday, Tuesday – in her capacity as Minister of International Cooperation and co-chair of the steering committee for the strategic framework for the partnership between Egypt and the United Nations – at the signing ceremony of the strategic framework for the partnership between Egypt and the United Nations for sustainable development 2023-2027. The ceremony included a number of ministers, including: the Minister of Planning and Economic Development, the Minister of Manpower, in addition to Mrs. Elena Panova, “United Nations Resident Coordinator in Egypt,” along with representatives of UN agencies and UN programmes, and members of the House of Representatives and Senate.
The Minister of International Cooperation then explained that the signing of this framework was an indication that Egypt had completed the formulation and preparation of new development cooperation strategies between itself and multilateral development partners, and with this signing it had also established an integrated framework of international cooperation and development financing for the next five years. In order to achieve national goals for the benefit of the Egyptian homeland, in addition to confronting other development challenges, such as: epidemics and climate change, so that no one is left behind.
This, Dr. Rania Al-Mashat indicated that such partnerships reflect what actually exists in terms of national programs and projects that have an effective contribution, and this is through the assistance of relevant parties. She also drew attention to the Ministry of International Cooperation’s keenness to enhance opportunities to benefit fromInternational Partnerships in general – in implementation of the national tasks assigned to it – and from the strategic partnership between Egypt and the United Nations in particular.
Regarding the joint development history between Egypt and the United Nations – as well as UN programs and agencies – the Minister of International Cooperation reviewed this honorable international history, as the frameworks of that partnership developed since the United Nations began its activities in Egypt – in 1948 – until it had about 32 international agencies, funds and programmes, a partnership that took into account developments in the global scene, development requirements and a number of social issues. Environmental and economic.
She added: “The cooperation program with Egypt was launched from 2002 to 2006, then three frameworks were launched in 2007, making the last cooperative framework in the period from 2018 to 2022, and the latter has achieved – through four working groups branching off from the Joint Management Committee – many goals, including: social justice and sustainability of environmental resources.” nature, comprehensive economic development, women’s empowerment, and good governance.” Regarding these frameworks, the Minister confirmed that they are development programs that include all governorates of the Republic, targeting the groups most in need of such programs.
She continued, saying: “The new cooperation framework was established on criteria and criteria that take into account the priorities of the participating national entities, coordination between these priorities and the Egyptian government’s work program, integration with presidential initiatives, the results of the evaluation of the past strategic framework, and integration between special country strategies and programs.”
In the same context, Al-Mashat stated that the time for national discussions and coordination between sectors is about two years, and this has been since the beginning of the roadmap in May 2021. Regarding these national discussions, the Minister indicated that they came with the participation of many parties, as a number of workshops were held, and they included more than 40 national partners and 28 international partners.
In conclusion, she emphasized the fact that the new framework is consistent with the objectives of national initiatives, such as the National Human Rights Strategy, the National Climate Change Strategy 2050, and the National Sustainable Energy Strategy 2035, in addition to the consistency of the objectives of this strategic framework with the presidential initiative “Decent Life”, as it aims to implement approximately 400 projects among villages; In order to serve 1.4 million Egyptian citizens.
