Sustainable development through local efforts
TheData Platform for Sustainable Development Goals (SDGs) in the Governorates provides an integrated view of the progress of each governorate in achieving the UN goals, as it enables the concerned authorities to follow up on the overall performance of each sustainable development goal, in addition to providing a detailed assessment of the performance indicators at the level of each governorate.
The platform updates its data periodically to ensure the accuracy and up-to-date information, which enhances the ability of decision makers to adopt evidence-based policies and direct development efforts in a way that suits local needs, in support of a balanced and comprehensive development path at the national level.
Localization of development and its goals
The launch ofSustainable Development Goals (SDGs) Data Platform in the Governoratescomes as an extension of an institutional path in the field of localization of Sustainable Development Goals (SDGs), as the Ministry issued two previous reports: the first in 2021 in cooperation with the United Nations Population Fund (UNFPA), and the other at the beginning of 2025 in partnership with the United Nations Development Program (UNDP).
Therefore,Data on Sustainable Development Goals (SDGs) in the Governorateswas developed, based on official data issued by various national authorities, most notably the Central Agency for Public Mobilization and Statistics, to ensure a scientific and objective assessment of the state of development in the Egyptian governorates.
How do we achieve Egypt’s Vision 2030?
In this context, Dr. Rania Al-Mashat – Minister of Planning, Economic Development and International Cooperation – confirmed that the launch of theSustainable Development Goals (SDGs) Data Platform in the Governorates represents an embodiment of the state’s commitment to the principles of transparency and data-based decision-making. She explained that the platform allows tracking actual progress in each governorate and accurately monitoring development challenges, paving the way for achieving fair and balanced development that is consistent with Egypt’s Vision 2030.

The Minister also stressed the importance of the pivotal role of governorates in achieving sustainable development, noting that the platform contributes to improving the efficiency of directing public investments, by relying on accurate data that reflects the development reality of each governorate, as well as its role in strengthening mechanisms for following up on the implementation of financing and development projects at the local level.
Dr. Rania Al-Mashat indicated that the platform is based on approved international evaluation methodologies, including the framework of the Organization for Economic Co-operation and Development (OECD), which gives it high credibility and enhances its position as an effective tool for good governance, and a form of improving the efficiency of development spending.
Platform objectives
TheGovernorates Sustainable Development Goals (SDGs) Data Platformdoes not only provide data, but also works to stimulate local performance, by showing development achievements and challenges; This creates a constructive competitive environment between governorates, and helps monitor gaps and address them effectively.

The platform relies on three main tools to evaluate the development performance of governorates:
Distance measure from 2030 target
Measures the gap between the current situation of each governorate and the target by 2030, in cooperation with the Egyptian Center for Public Opinion Research “Baseera”.
Target annual rate of change
It shows the percentage of change required annually in the value of the index – whether increasing or decreasing – to achieve the target on the scheduled date.
Relative ranking among governorates
Compares the 27 governorates in terms of the extent of progress in achieving the targeted development indicators.
Towards strategic development planning
This initiative is a reflection of the state’s keenness to enhance the culture of strategic development planning, and to enable governorates to manage their programs and projects efficiently and transparently, with a focus on continuous data-based evaluation, to be a tool for directing public policies towards improving the quality of life throughout Egypt.
