The state is keen to enhance integration between its various institutions and agencies, and makes great efforts to support comprehensive sustainable development projects, and places education development projects as its priority.
In this context, Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, held an expanded meeting with Engineer Mohamed Shimi, Minister of Public Business Sector, to discuss ways of cooperation between the two ministries and follow up on joint strategic projects that contribute to the development of higher education and scientific research in line with the comprehensive goals ofsustainable development related to providing quality education.
The meeting witnessed a distinguished presence from the leaders of the two ministries, including: Dr. Maher Mesbah, Secretary of the Council of Private Universities, Dr. Ahmed Al-Jayoushi, Secretary of the Council for Technological Education, and Dr. Jouda Ghanem, Secretary of the Council for Higher Institutes Affairs.
Alongside Dr. Amr Allam, Assistant Minister for Institutional Development and Permanent Undersecretary of the Ministry, Dr. Hani Madkour, Assistant Minister for National Projects, and Dr. Rasha Omar, Assistant Minister of the Public Business Sector for Project Development.
Delta Education City Project
At the beginning of the meeting, Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, praised the great cooperation with the Ministry of Public Business Sector as an unprecedented step towards a partnership aimed at investing in the human element as it is one of the main axes on which the state depends to achieve sustainable development.

The Minister pointed out the importance of the strategic partnership between the two ministries to establish the educational city in the Delta, pointing out that this project is a qualitative addition to the Delta region to meet the region’s needs for modern educational institutions that keep pace with global developments.
The Ministry of Public Business Sector has launched an initiative to establish the educational city, to serve the governorates of Gharbia, Dakahlia, Menoufia, Kafr El-Sheikh, and Damietta, and meet the growing demand for university and technological education.
An integrated educational and research environment
The project is scheduled to include several educational models and a university hospital, based on the fact that the efforts of the Ministry of Higher Education extend to providing environments that foster research and practical training, and aim to make the most of the great potential of Egyptian universities to serve society and support industry and comprehensive development through scientific research, in line with Egypt’s Vision 2030.
The Education City project plan includes the establishment of a private university, a technological university, branches of foreign universities, a university hospital, an industrial and technological technical school, central laboratories and workshops, and service, administrative, commercial and investment areas, to provide an integrated educational and research environment aimed at developing education in a way that supports industry and the labor market, and also provides advanced educational services for the people of the Delta.

Development projects to serve the community
For his part, Engineer Mohamed Shimi, Minister of the Public Business Sector, confirmed that the project comes within the framework of the strategic vision adopted by the Ministry to maximize the benefit of assets owned by subsidiaries and establish development projects that serve the community and achieve sustainable economic and social returns, in line with the comprehensive Sustainable Development Goals (SDGs).
The Minister indicated that the educational city will represent a qualitative leap in university and technological education by preparing generations capable of keeping pace with the requirements of the labor market, competing locally and internationally, and achieving added value, pointing out that enhancing the capabilities and skills of the human element is the true basis for development.
The project also supports the state’s drive towards developing education and transitioning to a knowledge economy based on innovation and scientific research, and providing incubating environments for creativity and entrepreneurship.
“Alliance and Development” Initiative
During the meeting, Dr. Ayman Ashour indicated that the presidential initiative “Alliance and Development” aims to strengthen regional alliances between universities, industry, and government agencies. To develop scientific development plans stemming from the specificity of each region, which can be integrated into sustainable development plans, by transforming scientific research into a driving force for development.
The “Alliance and Development” initiative is the first of its kind that works at the level of the seven regions in Egypt, uniting the resources of each region to meet its development challenges, with a focus on areas, such as: (agriculture, industry, tourism, trade, urbanization, health, and information technology).
In conclusion, the “Integrated Educational City in the Delta” project reflects the great interest that the government pays to developing education, and the Egyptian state’s strategy to link education with industry and actual labor market needs. This qualitative partnership between the Ministry of Higher Education and Scientific Research and the Ministry of Public Business Sector demonstrates the firm government commitment to maximizing the use of national assets and optimal investment in human capital.
With the commitment to achieving Egypt’s Vision 2030 and the “Alliance and Development” initiative, this city is expected to make a qualitative shift in the quality of education and scientific research in the region, thus becoming a role model for knowledge and innovation.
