In the presence of Dr. Hani Sweilem, “Minister of Water Resources and Irrigation,” the sixth annual conference on financing and investment in the water sector was jointly organized by the Ministry of Water Resources and Irrigation, the European Union, and the Union for the Mediterranean. To confirm that water solutions are no longer limited to technology, but rather extend to smart and sustainable financing capable of transforming plans into effective and realistic projects.

There, the participants of the Sixth Annual Conference on Financing and Investment in the Water Sector stressed that moving beyond the planning stage to the stage of mobilizing financial resources has become an urgent necessity, especially in the countries of the Mediterranean basin, which face increasing challenges in water and climate security.

Innovative financing – through tools such as green bonds, blended financing, and public-private partnership mechanisms – is a key focus for ensuring the sustainability of water resources and the development of local communities.

Mediterranean road map for water investment

Regarding water investment, Dr. Hani Sweilem, “Minister of Water Resources and Irrigation,” indicated that the sixth annual conference on financing and investment in the water sector is based on the recommendations issued by the Ministerial Meeting of the Union for the Mediterranean, which was held recently in Cairo, so that these ministerial recommendations constitute a practical road map for bridging the water investment gap in the region.

These recommendations include a new vision based on building a dynamic investment system that activates the role of national banks and development finance institutions, includingIt allows for the mobilization of resources in a sustainable manner, linking the social, economic and environmental dimensions.

Egyptian water resources are sustainable

Based on this approach, Egypt strengthened its institutional capabilities by establishing the Project Management Support Unit at the Ministry of Water Resources and Irrigation, to be a platform for raising project readiness and expanding the base of bankable investments in cooperation with international partners.

The Ministry of Water Resources and Irrigation is also working to establish a non-traditional water resources sector, concerned with integrating water desalination with renewable energy and sustainable agriculture. Which embodies the Egyptian vision towards maximizing interconnection between sectors, and transforming institutional innovation into a tool for actual development.

Three priorities driving the future of financeWater

Hence, the conference identified three main pillars to accelerate investment in the water sector, which are:

  1. Strengthening partnerships between governments, banks, the private sector and civil society; In order to finance major water projects.
  2. Adopting innovative financing tools, such as green bonds, blended financing, and risk-sharing mechanisms; So that long-term investment can be encouraged.
  3. Design flexible and fair financing models that ensure the sustainability of projects, while maintaining cost affordability and ensuring social inclusion.
