In this context, Dr. Ahmed Rustom, “Minister of Planning and Economic Development,” presented before the plenary session of the House of Representatives - headed by Counselor Hisham Badawi - the basic features of the economic and social development plan for the fiscal year 2026/2027, in addition to the medium-term plan for the period between 2027 and 2028; In implementation of the provisions of the State General Planning Law No. (18) of 2022.
At the beginning of his speech, the Minister greeted President Abdel Fattah El-Sisi, the Egyptian people, and the Armed Forces on the occasion of the anniversary of the liberation of Sinai, stressing that this national occasion represents a source of inspiration that reflects the ability of Egyptians to overcome challenges and achieve achievements.

Then the Minister of Planning and Economic Development explained that the objectives of the plan for the fiscal year 2026/2027 reflect the national directives on the necessity of achieving sustainable economic development and increasing productivity, in addition to focusing on building humanity and developing human development sectors.
The plan focuses on improving economic performance, which directly reflects on the quality of life of citizens, through developing basic services, enhancing food and energy security, expanding the comprehensive health insurance system, as well as supporting growth in various economic sectors.
The plan also gives special importance to the presidential initiative “A Decent Life”, which is the state’s top priority in the coming period, as the government aims to complete the first phase projects, then begin implementing the second phase in the fiscal year 2026/2027, in addition to enhancing the role of the private sector in economic activity, continuing to develop the education system, modernizing the infrastructure that supports development, encouraging innovation and exploring new economic fields.
Global Economic Challenges
Then the Minister of Planning and Economic Development indicated that the development plan comes in light of a complex international environment witnessing geopolitical tensions and economic turmoil, tensions that were reflected in global supply chains, and led to a slowdown in trade movement, and an increase in the prices of energy, food, and minerals, as well as an increase in inflation rates in many global economies.
Despite these challenges, Dr. Ahmed Rustom stressed that these conditions simultaneously open up new economic opportunities, including expanding the scope of local manufacturing, substituting imports, increasing agricultural and food exports, and revitalizing the tourism sector.
The Minister drew attention to the fact that the Egyptian economy has been able in recent years to withstand multiple economic shocks. This is thanks to proactive reform policies, when a growth rate of about 5.3% was recorded during the first half of the current fiscal year.

Economic Growth Estimates
The development plan aims to achieve an economic growth rate of 5.4% by the end of the fiscal year 2026/2027, provided that it increases little by little until it reaches about 6.8% by the end of the medium-term plan in the year 2029/2030.
In the context of dealing with the global uncertainty, Dr. Ahmed Rustom explained that the government has developed a more conservative alternative plan, a plan that assumes the continuation of regional and international unrest. Which may lead to a growth rate of approximately 5.2% during the next fiscal year.
Sectors driving economic growth
With regard to the drivers of economic growth during the next fiscal year, the Minister explained that five main sectors will lead this growth, and will contribute about 64% of the total growth; It is:
- Manufacturing sector by 29%
- Followed by the wholesale and retail trade sector with a rate of 11.3%
- And the tourism sector by 9.3%
- Then the construction sector by 7.2%
- Finally, the agricultural sector, at 7%
It is also estimated that the value of the gross domestic product at current prices will rise to about 24.5 trillion pounds in the next fiscal year, compared to about 21.2 trillion pounds expected by the end of the current fiscal year, with it expected to reach about 36.8 trillion pounds by the end of the medium-term plan.

Investing in human development
The most important objectives of this plan is investing in human capital. Therefore, this plan includes increasing health sector allocations by 25% to support the comprehensive health insurance system, completing the second phase of the project, in addition to implementing ambulance service projects and a number of other health projects.
The plan also includes increasing allocations for pre-university education by 11.5% with the aim of developing technical education, in addition to constructing and replacing 13,000 classrooms, raising the efficiency of 1,600 schools, and rehabilitating 1,000 technical schools in cooperation with the private sector.
Within the framework of strengthening the social protection system, the plan includes increasing allocations for the social solidarity sector by 57% to support the second phase of the national project for Egyptian family development and the national initiative for early childhood development.
