After launching its first issue on the sidelines of Egypt’s hosting of the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (COP27) in Sharm El-Sheikh last November, the Prime Minister - Dr. Mostafa Madbouly - inaugurated, under the slogan “Together for Implementation,” the second issue of “Climate Horizons” magazine, which Published as a quarterly periodical by the “Information and Decision Support Center” of the Council of Ministers.

The Prime Minister praised the valuable contributions included in this issue, as it collected the experiences and ideas of executives and researchers, who contributed to a fruitful discussion on important issues, such as the “climate issue”, whose dimensions touch on aspects of development.

In the same context, Mr. Osama Al-Gohary -Assistant to the Prime Minister, andHead of the Information and Decision Support Center- pointed out that the Climate Horizons magazine is a vital knowledge platform, in addition to being a scientific journal. A peer-reviewed application, published in Arabic and English, which seeks to accelerate climate action, through the opinions and experiences of national and international experts. Explaining the extent of the Center’s interest in the participation of all interested people and specialists at the local and international levels, and this is in accordance with the directives of the Prime Minister.

The Prime Minister’s Assistant explained in his speech that Afaq Al Climate magazine had cooperated withMinistry of Planning and Economic Developmentto prepare a file on the national initiative for smart green projects, which was implemented under the auspices of the Prime Minister, aiming to change the reality of climate action in all governorates of the Republic; This is considered a pioneering initiative in the field of sustainable development, as well as a pioneer in dealing with the environmental dimension and the effects of climate change. The Prime Minister's Assistant then drew attention to the fact that the file included opening remarks by the main parties responsible for the initiative. This was followed by a brief presentation of the projects that won the initiative across its six categories, with a total of 18 projects.

In the same context, the file - in Afaq Al-Manakh magazine - included an opening speech by Dr.Hala Al-Saeed -Minister of Planning and Economic Development- in which she focused on the role of the initiative inGreen Transformation, where more than six thousand projects were submitted to the main development areas: achieving sustainability, recycling waste, energy, reducing carbon emissions, adapting to climate change, and confronting pollution.

As a model for the localization of development investments, Dr. Mahmoud Mohieldin - the climate pioneer for the Egyptian presidency at the COP27 conference - spoke about the initiative and the benefit of this localization in supporting smart, green investments, which has often been mentioned repeatedly in economic reform programs. While the initiative’s coordinator - Ambassador Hisham Badr - indicated that the initiative has achieved ten gains, and that it has represented a dream in order to confront the effects of climate change, and it is also a qualitative shift in the mechanisms for dealing with it and its repercussions in the governorates of the Republic.

On the role of information technology and innovation in building sustainable, green societies, the speech of Dr. Amr Talaat -Minister of Communications and Information Technology- where he spoke about the contribution of information technology to implementing the national strategy forClimate Change. Major General Hisham Amna -Minister of Local Development- also gave his speech in which he emphasized the crucial role of local development in implementing national strategies and policies, because it enhances green investments. In the same context, Dr. Maya Morsi -President of the National Council for Women- emphasized the importance of the National Initiative for Smart Green Projects in strengthening Egyptian women’s awareness, and proving the state’s approach to empowering and protecting Egyptian women.

Engineer Khaled Mustafa - Permanent Undersecretary of the Ministry of Planning and Economic Development - and Professor Nermin Sadiq - Director of Projects of the Technical Office of the Permanent Undersecretary of the Ministry - shed light on the nature of the initiative; Starting with a conversation about its idea and importance, as well as its vision and goals, then the categories of its projects, and the executive committees based on them, in addition to the executive steps adopted by the participating parties.

It is worth noting that the Information and Decision Support Center has made the content of the magazine - Climate Horizons Magazine - available through its website (www.idsc.gov.eg), in both Arabic and English, to help decision-makers, specialists and citizens activate the course of action.
