Comprehensive health insurance… Accreditation and health oversight monitor the quality of services and citizen satisfaction
Comprehensive health insurance comes within the efforts aimed at improving the level of health care and providing more quality and safer services to citizens, which makes monitoring the quality of service an essential part of the sustainability of the system’s development. The more facilities and services develop, the greater the need to ensure that this development is reflected in the level of care that citizens actually receive.
Continuous monitoring helps discover deficiencies and address them, in addition to ensuring that facilities adhere to the required standards and maintain the level of service after obtaining accreditation. From this standpoint, the role of accreditation and health oversight is linked to monitoring performance within facilities and listening to experienceCitizens, and working to continuously improve the quality of care.
This is related to the third goal of the Sustainable Development Goals (SDGs), good health and well-being, which focuses on ensuring healthy lives and promoting well-being for all, making the quality, safety and continued improvement of health services part of the efforts aimed at achieving this goal.
Comprehensive health insurance supports the development of services
From this standpoint, Dr. Ahmed Taha, Chairman of the General Authority for Health Accreditation and Regulatory “GAHAR,” emphasized that field follow-up is a basis for evaluating the real change brought about by the comprehensive health insurance system in the level of health care, stressing that the quality of service and citizen satisfaction, along with indicators and numbers, are the most important measure of the success of any health reform.
This was during the visit of the head of the Accreditation and Oversight AuthorityThe Ministry of Health and the accompanying delegation went to Luxor Governorate, where they met with governorate officials, to follow up on the development of health services since the implementation of the comprehensive health insurance system, confront the challenges it faces, and discuss ways to expand the scope of accredited health facilities and preserve development gains.

Citizen satisfaction is the most important indicator of success
In a statement by Dr. Ahmed Taha, he said: We want to see development through the eyes of the citizen; What has changed in the service he receives? What still needs improvement? The citizen is the goal of the system, and his satisfaction is one of the most important indicators of its success.
This statement reveals a trend that links the evaluation of health development to the citizen’s experience itself, as the quality of the service and the extent of its improvement from the recipient’s point of view becomes a basic criterion for judging the success of the system, in addition to the facilities’ achievements.Adherence to standards and procedures.
Developing health services in Upper Egypt
In the same context, he pointed out that the Luxor experience receives special attention because it is one of the governorates of the first phase of comprehensive health insurance, stressing that the development of health services in the governorates of Upper Egypt reflects the state’s trend towards greater equity in access to care, pointing out that the people of Upper Egypt are at the heart of the Egyptian health reform project.
The Chairman of the Authority discussed achieving sustainability in the achieved development, and dealing with the challenges revealed by the actual application of the system, in addition to strengthening cooperation between the governorate, the Authority and various health authorities to increase the number of facilities qualified to work according to quality standards.
This trend is also linked to the tenth goal, reducing inequalities by expanding access to quality health services to ensureIt supports reducing disparities in care opportunities between different regions and governorates.

75 health facilities certified by GAHAR
Dr. Ahmed Taha, Chairman of the Authority, explained that Luxor Governorate currently includes approximately 75 health facilities accredited by GAHAR, including hospitals, primary health care facilities, and others.
While Dr. Ahmed Taha confirmed that this number reflects the expansion of the application of quality standards in the governorate, but the real value of accreditation begins after obtaining it, through the facility’s continued application of standards, maintaining patient safety, and improving performance on an ongoing basis.
In light of this, the experience of comprehensive health insurance in Luxor reveals that applying the principles of accreditation and quality represents the beginning of a continuous path of quality and preserving the gainsDevelopment. The true value of standards appears when they become a daily practice in which citizens feel the level of care and its safety, and when field follow-up becomes a means of understanding what has changed in the service and what needs further improvement.
The Earth Guards Foundation confirms that the sustainability of health reform is linked to the system’s ability to maintain the quality of service in parallel with the expansion of its scope, so that accreditation standards remain present in the details of health practice, not only in the procedures for obtaining certification. The arrival of this development in the governorates of Upper Egypt adds an important dimension to the path of justice in health care, because improving the quality of service and expanding access to it lays a more sustainable foundation for a health system in which the citizen is the focus and ultimate goal of development.
