Within the framework of the state’s continuing efforts towards an economy that achieves comprehensive Sustainable Development Goals (SDGs) in all economic sectors, and in an effort to complete green transportation projects and reduce emissions for mass transportation and goods, the Deputy Prime Minister and Minister of Industry and Transport, Lieutenant General Engineer Kamel Al-Wazir, reviewed the urgent action plan to reduce carbon emissions in Egyptian industry.
Introductory session on ways to benefit from the sustainable green industry program

Kamel Al-Wazir, Deputy Prime Minister for Industrial Development and Minister of Industry and Transport, participated in the introductory session on ways to benefit from the Green Sustainable Industry Program (GSI) and the Carbon Limit Adjustment Mechanism (CBAM), in the presence of Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, Ambassador Eric Chevalier, Ambassador of France in Cairo, Mrs. Anne Shaw, Deputy Head of the European Union Delegation to Egypt, Mr. Guido Clari, Head of the European Investment Bank Regional Centre, and representatives of men’s associations. Business, chambers of industry and banks.

Joint commitment enhances the competitiveness of Egyptian industry
Lieutenant General Kamel Al-Wazir confirmed that this joint gathering reflects the government’s commitment to enhancing the competitiveness of the Egyptian industry in line with Egypt’s Vision 2030 and the directives of His Excellency Abdel Fattah El-Sisi, President of the Republic. He also stressed that the Egyptian state is working according to a well-thought-out plan aimed at raising the efficiency of the industry, reducing emissions, and enhancing the ability of factories to work in accordance with global environmental standards, in a way that supports the competitiveness of the Egyptian product in global markets.
He also pointed out that the program to support sustainability and the transition towards green industry that the state has adopted in recent years is considered one of the basic pillars towards achieving this transformation, by supporting factories technically and financially to apply clean technologies, improve operating efficiency, and improve the human element.
National Industrial Development Strategy 2025 – 2030
Based on Egypt’s vision for sustainable development 2030, which aims to make Egypt an industrial, regional and international center for green and sustainable manufacturing and increase the volume of exports in regional and international markets, the National Strategy for Industrial Development 2025-2030 was born, whose strategic objectives were set to raise the industrial sector’s contribution from 14% to 20% in the gross domestic product by 2030, and to double job opportunities in the sector. Industrial.
The strategy also aims to increase the contribution of green industries to 5% of the gross domestic product, and to support small and struggling factories.
An urgent plan to promote national industry
The implementation of this national strategy depends on an urgent plan to advance national industry based on 7 main axes, the most important of which are:
- Training and qualifying technical workers, especially workers in green industries.
- And adopting modern technologies in industry.
- Expansion of green industries.
He also indicated focusing on 28 promising industries and giving them priority to deepen local, green, and low-carbon industries, including engineering industries (such as cars, especially electrical), chemical, pharmaceutical, food, textile, and others.
Practical measures to stimulate green production and improve readiness
Within the framework of implementing this urgent plan, the state has taken practical measures to stimulate green production and improve the readiness of Egyptian industry to the requirements of international markets and enhance competitiveness, the most important of which is allocating attached industrial lands to green industries that do not pollute the environment, as well as making financing available to the industrial sector, especially for green industries such as electric cars with low carbon emissions.
The National Program was also interested in allocating an incentive in the National Program for the Advancement of the Automotive Industryfor green industriesenvironmentally friendly, pointing to the great challenges facing the Egyptian industry, especially with the start of implementation of the European Carbon Limits Adjustment Mechanism (CBAM) at the beginning of 2026, applied to exports of iron, steel, fertilisers, cement, and aluminium.
Industrial Environmental Register to Measure Emission Volume
In coordination with the competent authorities, the Ministry of Industry is working to launch the Industrial Environmental Register in December 2025, to measure the volume of industrial sector emissions and set quantitative targets to reduce carbon emissions. It is also working to launch the Industrial Energy Register in early 2026 to measure the percentage of traditional energy consumption in factories and the percentages of the energy mix from new and renewable sources, including solar, wind, hydrogen, and green ammonia.
The Ministry’s efforts do not stop there, as it is also working to complete green transportation projects and reduce emissions for mass transportation and goods transportation, and to establish a unit specialized in climate change management within the Cleaner Production Technology Center.
Green Economy Projects
The Deputy Prime Minister for Development and Minister of Industry and Transport, Lieutenant General Engineer Kamel Al-Wazir, praised the support provided by development partners, led by international institutions, through the launch of several programs concerned with achieving a green and sustainable economy, such as the sustainable green industries programme, the green progress project for industry, the comprehensive green growth project, and the platform project for decarbonisation of industry. These programs provide technical support for the necessary training and studies, in addition to the state’s efforts to expand the scope of this support to include financial and technological support to accelerate the pace of actual transformation.

The future partnership with international financial institutions, especially in light of the rapid and successive changes in the international investment, manufacturing and export map, is based on a number of important foundations, including support for priority sectors, including sectors with the CBAM mechanism to enhance local components with low carbon emissions, in addition to supporting factories that are converting to green manufacturing in obtaining carbon credits to meet the expected carbon taxes.
In addition to filling the gap in financing needs of the private sector for the mechanism sectors (about 630 million euros), which is estimated at more than 3 times the current financing available (about 271 million euros) for rapid carbon reduction/removal, pointing to the importance of technological support for industrial sectors in transforming production lines in accordance with international standards for green, low-emission and low-consumption industries, while adopting new and renewable energy sources.
In conclusion, Eng. Kamel Al-Wazir witnessed the signing of an agreement between the Ministries of Planning, Economic Development, International Cooperation and Environment, the French Development Agency, and the European Investment Bank regarding soft financing and a grant worth 53.8 million euros (2.9 billion pounds) in support of efforts to implement the Green Sustainable Industries Program (GSI) to promote green transformation, reduce emissions, and enhance the competitiveness of Egyptian industries.
