The Ministry of Planning and Economic Development reviews its plan for the next stage before the Prime Minister

The importance of economic development plans is evident in their ability to direct the state’s efforts towards growth and improving the quality of life of citizens, in line with the goals ofsustainable development. The Ministry's future planning includes enhancing resources, building people, and developing productive sectors, while ensuring the efficiency of public investment, continuing the policy of state ownership, and supporting private sector participation in economic activity.

The relationship between economic development and the goals ofsustainable developmentis clearly evident through multiple action axes, which include food and energy security, improving infrastructure and basic services, improving education and health, and encouraging innovation and entrepreneurship.

Every step in investment planning and guidance is linked to consolidating comprehensive and sustainable development, and achieving a tangible impact on the quality of life, taking into account the balance between economic performance, social justice, and optimal use of resources.

Review of the vision of the Ministry of Planning and Economic Development

With this standpoint, Dr. Mostafa Madbouly, Prime Minister, held a meeting in the presence of Dr. Hussein Issa, Deputy Prime Minister for Economic Affairs, Dr. Ahmed Rustom, Minister of Planning and Economic Development, and a number of officials from the Ministry of Planning and Economic Development. To review its vision and action plan during the next three years, in the context of developing an integrated national economic program, based on the “National Narrative for Comprehensive Development,” which was prepared and updated with the participation of experts and specialists.

The Prime Minister stressed that the Ministry of Planning plays a pivotal role in formulating the state’s economic direction and managing the files of the economic group, noting that the current stage requires clarity in priorities and speed of action, especially with the move to put forward a strategy that reflects the objectives of the economic program and establishes the stability of financial and economic policies.

Achieving economic development based on maximizing production

For his part, the Minister of Planning and Economic Development reviewed the determinants of the ministry’s future vision, which stems from the directives of the political leadership, and is based on achieving economic development based on maximizing production, enhancing food and energy security, building humanity, and improving the quality of life of citizens.

The Minister explained that the vision is based on basic references, foremost among which are “Egypt Vision 2030”, the “National Narrative document for comprehensive development”, the “Government Action Programme”, and the “National Program for Structural Reforms”, with a focus on developing the participatory development planning system, maximizing the efficiency of public investment, and ensuring that it is directed to Priority sectors.

New controls for public investment governance

In this context, it was confirmed that new controls were introduced for public investment governance, including the adoption of complementary indicators to measure performance, and the link between the Ministries of Planning and Finance and the National Investment Bank to control the disbursement process, in line with program budgeting and performance.

The Minister pointed out the development of the “financing equation” to ensure a more equitable distribution of investments between governorates according to economic and social indicators that reflect the needs of each governorate, in addition to applying incentives that excel in performance at the ministries level, and organizing transfers through an electronic system to control the management of the investment plan.

With regard to sectoral priorities, the plan places the completion of the first phase of the “Decent Life” initiative at the forefront of concerns, while giving priority to the projects of the second phase, in addition to accelerating the implementation of the comprehensive health insurance system, improving the quality of education and the infrastructure of educational facilities, and stimulating scientific research and linking it to development needs. The vision also includes directing investments to the regions and groups most in need, and strengthening social protection networks.

Infrastructure development and regional planning

In the field of infrastructure, the plan focuses on supporting energy, water and food security, expanding renewable energy projects and diversifying electricity sources, completing the Dabaa nuclear reactor project, expanding seawater desalination and recycling agricultural wastewater, in addition to protecting beaches, developing commercial ports and smart green transportation networks to enhance Egypt’s position as a regional logistics center.

Within the framework of regional planning, the vision aims to improve the quality of life of citizens by developing infrastructure and basic services in the governorates, and supporting the green transformation through waste management and renewable energy, as well as developing industrial, agricultural and craft clusters, especially in the governorates of Upper Egypt, which contributes to creating job opportunities and promoting local development.

Integrated platform for economic data

The vision also includes developing the database-based planning system by launching an integrated platform for economic data, enhancing electronic connectivity with relevant authorities, modernizing the national accounts system, as well as diversifying sources of financing for economic development and moving towards innovative and mixed financing tools, interacting with regional and international initiatives, and supporting the path of transformation towards a green economy.

The meeting concluded by emphasizing the continuation of the implementation of major national initiatives, most notably “A Decent Life,” the comprehensive health insurance system, and the national initiative for smart green projects, in a way that enhances the path of comprehensive development and establishes the foundations of sustainable growth based on efficiency, governance, and private sector participation.

Based on the above, the government’s keenness to achieve economic development in all vital sectors is evident through the launch of an integrated national economic program based on the “national narrative of comprehensive development,” and its great belief that humans are the focus of development is also evident, and therefore it focuses on maximizing the benefit of investments in the sectors of health, education, infrastructure, food security, and energy, and directing them to the governorates most in need to ensure a fair distribution of resources and wealth.
