Egypt is pursuing a policy based on digital transformation by building smarter and more integrated electronic services, to speed up procedures and reduce administrative burdens on citizens, within Egypt’s Vision 2030, which aims to improve the quality of life of Egyptians in all fields and sectors, which contributes to achieving the Sustainable Development Goals (SDGs), especially Goal No. (11)Sustainable cities and local communities.

One of the forms ofdigital transformationis the launch of the Egypt Digital Platform, which provides multiple electronic services, including, for example, commercial registry documentation services, social insurance, electricity, real estate registration, civil status, comprehensive health insurance, Egyptian Post, and courts.

Egypt advances in the Digital Government Maturity Index classification

Within the framework of the trend towards digital transformation and the culmination of Egypt’s efforts in this sector, the World Bank announced that Egypt advanced 47 places in the classification of the Digital Government Maturity Index for the year 2025, as it strengthened its position among the group of leading countries in digital government in Category A, which is the highest category in the index, to reach 22nd place globally compared to 69th place in the previous report issued in 2022.

This year’s edition announced the great progress achieved by Egypt on the level of all the main axes of the index compared to the 2022 report; The maturity rate of the pillar of supporting basic government systems (automation) has increased, and the evaluation of the pillar of providing digital government services has increased. The maturity rate of the pillar of digital participation and communication with citizens has increased, and the pillar of digital government enablers has also recorded an increase.

Egypt’s strategy for achieving digital transformation

Dr. Amr Talaat, Minister of Communications and Information Technology, confirmed that this progress in the classification of the Digital Government Maturity Index for 2025 issued by the World Bank reflects the success of the ministry’s efforts in implementing the national strategy to achieve digital transformation, and supporting an effective environment for digital government in Egypt.

These efforts are based on a number of main pillars, the most prominent of which are the automation of government operations and services, the expansion of digital government services through the Digital Egypt platform, and encouraging the use of modern technology in the work system in the government sector, as well as providing technical support for government platforms for interacting with citizens. It also integrates with work to develop the digital infrastructure and raise its efficiency, ensuring the expansion of the availability of digital services, in addition to adopting policies and legislation that support digital transformation, including the launch of an open data policy.

Building digital capabilities is a top priority

Investing in building digital capabilities is at the top of the government’s priorities, out of its belief in the importance of digital transformation in achieving comprehensive sustainable development, through implementing integrated programs to prepare and qualify cadres in various technological specializations, and developing the digital capabilities of workers in the state’s administrative apparatus, in a way that enhances the ability of state institutions to absorb and employ modern technologies.

The Ministry of Communications and Information Technology supports digital innovation in the field of government technology through a number of programs and initiatives, the most prominent of which is the launch of the “Government Innovation Lab” initiative at the Digital Egypt Innovation Center in Giza, to empower innovative startups working in the field of government technology, and contribute to improving the quality of digital government services.

Egypt has made a leap in the Digital Government Maturity Index over the past five years, moving from the category of high-performing countries (B) in 2020 to the highest category (A) in 2022, strengthening its position this year in category (A) while achieving progress in the maturity rate at a rate of 21.3%, making Egypt among the world’s leading countries in the field of digital government maturity.

This great progress for Egypt in the Digital Government Maturity Index for 2025 issued by the World Bank, as it advanced 47 places to reach 22nd place globally is the result of years of efforts made to improve the digital infrastructure and move towards digital transformation to adapt technology to serve citizens through the “Digital Egypt” platform, which provides multiple services such as real estate registration, electricity, comprehensive health insurance, and others. Within the framework of Egypt’s Vision 2030 to achieve the eleventh goal of the comprehensive Sustainable Development Goals (SDGs) related to building sustainable cities and local communities.

In conclusion, digital transformation in Egypt is a profound reformulation of the state’s relationship with the citizen, as it cannot be considered a mere technical modernization or a transfer of services from paper to electronic form. Digital transformation is also based on efficiency, transparency, and speed of response.

The remarkable progress in the Digital Government Maturity Index issued by the World Bank reflects Egypt’s transition from the stage of establishing digital infrastructure to the stage of employing it to be an effective development tool that contributes to achieving justice in the provision of services and reducing administrative and spatial gaps, in a way that supports the sustainability of cities and local communities.
