Memorandum of Understanding with Hiroshima University in Japan to enhance joint cooperation in health and education

In light of the rapid transformations that the world is witnessing in the fields of education, scientific research, and health care, investing in the human element has become one of the most important foundations of sustainable development, because it is the path most capable of building competitive economies and institutions that are more efficient and responsive to future challenges.

Therefore, countries are moving to strengthen joint cooperation that combines knowledge transfer, cadre training, and technology localization, which contributes to preparing generations capable of innovation and working within advanced global environments.

In this context, the recent Egyptian-Japanese moves reflect an advanced model of joint cooperation based on the exchange of experiences, the development of higher and medical education, and the promotion of specialized training programs, in line with the goals of sustainable development.

Hence, the The Earth Guards Foundation sheds light on the implications of this cooperation and its impact on qualifying national competencies and supporting modern development paths in two vital sectors, namely education and health, by achieving Goal (3),Good health and well-being, and Goal (4) quality education.

International educational cooperation and cadre preparation

In this context, Dr. Abdel Aziz Qanswa, Minister of Higher Education and Scientific Research, signed a memorandum of understanding with Hiroshima University, Japan, in the field of international educational cooperation, within the framework of supporting the Egyptian-Japanese educational partnership, and enhancing paths for preparing distinguished Egyptian cadres in advanced scientific and technological fields.

The signing activities were attended by Mr. Iwai Fumio, Ambassador of Japan to the Arab Republic of Egypt, Mr. Mitsuo Ochi, President of Hiroshima University in Japan, and Dr. Mohamed Sami Abdel Sadiq, President of Cairo University.

The memorandum of understanding aims to enhance academic and research cooperation between the two sides, and provide advanced educational opportunities for Egyptian students in graduate programs at Hiroshima University, with a focus on priority areas for development, most notably semiconductor technology, engineering and medicine, and advanced scientific and technological specializations, reflecting a firm commitment to achieving comprehensive Sustainable Development Goals (SDGs).

A vision for developing higher education and enhancing the competitiveness of universities

This signing reflects a broader vision that Egypt has adopted in recent years to transform higher education into an interconnected global system that enables our universities to compete internationally, as the partnership between Egypt and Japan in the field of higher education has become a distinguished model of international academic cooperation through the Egyptian-Japanese University of Science and Technology, which is considered one of the most successful examples of strategic educational cooperation between the two countries.

The Minister of Higher Education added that the Ministry is interested in expanding the scope of cross-border education, as it supports the expansion of Egyptian universities in establishing branches outside our borders by encouraging prestigious Egyptian institutions to build academic partnerships, research networks, and university branches outside Egypt, which contributes to creating a new generation of education, providing modern study programs that keep pace with the requirements of the labor market, and making Egyptian universities a center for academic and research excellence and innovation.

The partnership with Japan’s Hiroshima University is expected to contribute to achieving comprehensive Sustainable Development Goals (SDGs), especially Goal (4) Quality Education, Goal (16) Peace, Justice and Strong Institutions, Goal (17) Establishing Partnerships to Achieve the Goals, Goal (8) Decent Work and Economic Growth, Goal (9) Industry, Innovation and Infrastructure.

Enhancing cooperation in medical education

In the same context, Dr. Khaled Abdel Ghaffar, Minister of Health and Population, received Mr. Mitsuo Ochi, President of Hiroshima University in Japan, to discuss ways to enhance joint cooperation in the fields of medical education, training and exchange of experiences, stressing the depth of Egyptian-Japanese relations, and the two countries’ keenness to expand the horizons of cooperation in the field of medical education and developing medical personnel.

The meeting discussed cooperation mechanisms in applying the Japanese “Tokatsu” system, as it is considered an integrated model for developing the personal and behavioral skills of doctors, in addition to exchanging experiences in training doctors through joint training programs, specialized workshops, and the exchange of scientific visits.

The two sides also reviewed training opportunities on the latest advanced medical technologies, most notably the Japanese surgical robot “Da Vinci”, with the aim of raising the efficiency of doctors in performing delicate surgeries and keeping pace with global development in robotic surgeries.

For his part, Mr. Mitsuo Ochi expressed his aspiration to strengthen the strategic partnership between the university and Egypt, stressing Hiroshima University’s keenness to be an active partner in supporting efforts to develop Egyptian medical education through transferring Japanese expertise and exchanging knowledge.

In conclusion, development priorities intersect with the acceleration of transformation in knowledge and technology, and the Egyptian-Japanese partnership represents a practical test of the ability to redefine the “true value of education” as a human production system before it is an academic path. Education plays a major role in reshaping human competence, and raising the readiness of health and scientific systems to face a more complex and interconnected world.
