Egypt and Vietnam sign a strategic partnership in the digital economy and renewable energy

In a new step that reflects Egypt’s commitment to expanding its international partnerships in the fields of green economy and comprehensive sustainable development, President Abdel Fattah El-Sisi and his Vietnamese counterpart, Luong Cuong, witnessed the signing of a strategic memorandum of understanding between the Egyptian Ministry of Planning and the Vietnamese Ministry of Industry and Trade.

A history of development cooperation

This cooperation was the culmination of a long path of diplomatic and economic relations, and it is a cooperation that is strengthened today with a special focus on the areas of sustainable development and its seventeen goals. This cooperation also demonstrates a shared commitment between the two countries to achieve these goals and exchange development experiences at a time when the world is witnessing intertwined environmental and economic challenges.

The new memorandum of understanding between Egypt and Vietnam also comes as the culmination of a long path of diplomatic and economic relations between the two countries. This agreement was not the product of an emergency meeting or passing interests, but rather the fruit of a long history of Egyptian-Vietnamese cooperation.

To realize the strength of that relationship, we must be aware that it dates back to the sixties of the last century, before the year 1997 witnessed the establishment of the Joint Ministerial Committee, which has been held so far in five successful sessions, the last of which was a prelude to the meetings of the sixth session for which preparations are currently underway.

And then – in 2017 – the visit of President Sisi to Vietnam – the first Egyptian president to visit the Asian Republic – was a turning point in relations between Cairo and Hanoi, and pushed areas of cooperation to new levels.

That visit resulted in the signing of many agreements in the fields of transport, trade and investment, and paved the way for expanding the circle of cooperation to include sustainable development issues, especially its goals related to the environment and climate change.

Digital Economy

The areas of the digital economy and climate change are among the most prominent priorities highlighted by the agreement, as they are major drivers of economic transformation in the twenty-first century. Therefore, the two parties pointed out the importance of investing this understanding in exchanging knowledge about the digital economy, promoting the use of clean technology, and launching joint projects that contribute to reducing carbon emissions and helping to enhance energy efficiency.

In this context, Egypt expressed its desire to benefit from the Vietnamese experience in the field of local manufacturing, especially in small and medium industries, in addition to cooperating in developingdigital infrastructure, and launching initiatives that support digital transformation in the public and private sectors, in addition to cooperation in the field of green industries.

Egyptian and Vietnamese private sector

In the context of achieving these development goals, Dr. Rania Al-Mashat – Minister of Planning, Economic Development and International Cooperation – confirmed that this agreement comes at an important time, especially in light of the regional and global economic transformations, noting that the participation of the private sector in implementing joint initiatives represents an essential element in achieving the desired goals, especially those related to the digital economy and ways to enhance it locally and internationally.

Hence, the Minister of Planning, Economic Development and International Cooperation – Dr. Rania Al-Mashat – highlighted in her speech the importance of localizing the industry, and the necessity of strengthening logistical supply chains. This is to achieve self-sufficiency, as well as to support sustainable growth opportunities in all fields.

During her meeting with the Deputy Prime Minister of Vietnam, Dr. Rania Al-Mashat also expressed her appreciation for the joint efforts, and stressed the need to accelerate the implementation of what was agreed upon during the meeting between the two presidents, especially with regard to the integration of supply chains, enhancing cooperation in the areas of the green economy and the digital economy, and exchanging experiences on successful development policies.

For her part, Mrs. Phan Thi Thang – Deputy Minister of Industry and Trade of Vietnam – explained that this cooperation is not only between two governments, but rather between two peoples who share very important development aspirations. She also expressed Vietnam’s appreciation for Egypt’s position in the region and its leadership role in enhancing cooperation between the countries of the South, stressing that the agreement represents a new beginning towards more comprehensive and effective cooperation.

The two sides also discussed the arrangements for convening the upcoming joint committee, and the mechanisms for transforming the new memorandum of understanding into practical executive programs that contribute to achieving comprehensive sustainable development in both countries, with a focus on technical cooperation and technology transfer, in line with the Sustainable Development Goals (SDGs) approved by the United Nations.

Technical support and trade exchange

The agreement also includes cooperation in the areas of public policies, the exchange of successful development practices, the exchange of cadres and missions, and the provision of technical support in formulating economic and trade policies that ensure the achievement of sustainable and diversified growth.

However, this new partnership between Egypt and Vietnam confirms that international cooperation in the fields of economics cannot be reduced to trade alone, but must be built on the foundations of sustainable development and climate justice. By focusing on renewable energy, localization of industry, and the digital economy, the agreement reflects the desire of the two countries to lead a comprehensive development transformation.

The agreement also highlights the importance of creating the appropriate infrastructure for sustainable investments, and facilitating the exchange of technology and innovation in the fields of smart agriculture, renewable energy, and sustainable urban planning. All of these are essential elements for any development plan that seeks to succeed in an environmentally and economically changing world.

In light of these developments, this Egyptian-Vietnamese partnership does not represent just a bilateral agreement, but rather reflects a qualitative shift in the methodology of international cooperation, based on integrating the environment and technology into the heart of economic policies. Involving the private sector and linking projects to national agendas such as “Egypt Vision 2030” represents a strong guarantee of long-term success.
