Egyptian-European Summit.. One billion euros to support the macroeconomy and the general budget

The Ministry of Planning, Economic Development and International Cooperation received two delegations fromthe European Commissionto follow up on the implementation of the economic part of the strategic partnership agreement between Egypt and the European Union, and to conduct expanded discussions on structural reforms and development grant projects currently being implemented.

A high-level mission from the European Commission’s General Directorate for Economic and Financial Affairs also held extensive meetings in the period from 10 to 12 November in which it discussed policies, reforms and procedures for the first tranche of the second phase of the macroeconomic and budget support mechanism worth one billion euros.

In the same context, Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, affirmed the ministry’s keenness to follow up on the implementation of the strategic partnership between Egypt and the European Union, in light of the great importance that this partnership represents for both sides to achieve common interests at all levels. She also indicated that this partnership supports the state’s efforts to continue the path of economic reform and enhance economic flexibility to confront external fluctuations.

4 billion euros for proposed structural reforms

The Macroeconomic and Budget Support Mechanism (MFA) is part of a broader partnership between Egypt and the European Union based on trade and investment relations and supporting macroeconomic resilience, as stated in statements by Dr. Rania Al-Mashat, Minister of Planning and Development.Economic and international cooperation, and she also indicated that after continued coordination between the various national bodies on the one hand and the European Commission on the other hand throughout the current year, the second phase came with a value of 4 billion euros, to determine the matrix of proposed structural reforms, which includes 87 reforms within the national program for structural reforms.

Development grants within the Comprehensive Economic Partnership Program

On the other hand, the Ministry of Planning, Economic Development and International Cooperation held meetings with the participation of national authorities with the mission of the General Administration for Cooperation with the Middle East and North Africa countries at the European Commission during the period from 9 – 13 November, within the framework of cooperation between Egypt and the European Union for the period 2026 – 2027 to discuss priorities for allocating development grants amounting to 600 million euros within the comprehensive strategic partnership betweenBoth sides.

With regard to development grants, a financing agreement had previously been signed with the “European Union Support for the Implementation of Social and Economic Reforms at the Local Level” program worth 75 million euros, in accordance with the Neighborhood, Development and International Cooperation Instrument (NDICI – Global Europe).

In the context of promoting sustainable development and economic governance, supporting vocational and technical training, and enhancing the skills needed for the jobs of the future, financial support from the European Union in the amount of 110 million euros was announced in 2025.

Comprehensive economic partnership between Egypt and the European Union

It is worth noting that, within the framework of the comprehensive strategic partnership between Egypt and the European Union, a financing package worth 7.4 billion euros was announced, for the period 2024-2027, including 5 billion euros in financing.facilitated within the macroeconomic and budget support mechanism, 1.8 billion euros in investment guarantees, and 600 million euros in development grants, and based on the distinguished relations that bind the two sides, the last stage witnessed tangible progress in activating the frameworks of joint cooperation in a way that serves mutual interests and supports the achievement of stability and sustainable development, following the Egyptian-European summit held last October.

The expanded cooperation with the European Union and the trust it places in the Egyptian state come as a result of Egypt’s efforts to strengthen its regional and international role as the major country in the region and the gateway to Africa and the Middle East.
