Egypt is moving to localize the electric car industry… huge investments and a sustainable path

At a time when economic challenges are increasing globally; To impose on developing countries to enhance their industrial and environmental resilience through sustainable and national policies, the Egyptian government, through the Cabinet Media Center, revealed a package of practical steps and measures aimed at localizing the automobile industry in Egypt and relying on electric cars, within the framework of a clear national vision to enhance local manufacturing and reduce dependence on imports.

Through these initiatives, the state seeks to transform the automotive sector into a major supporter of economic growth, by encouraging local and foreign investments, increasing the proportion of the local component in manufacturing, and developing industries related to clean transportation, including electric cars. Thus, these plans are translated into a development path that is consistent with Egypt’s Vision 2030 and supports the Sustainable Development Goals (SDGs), especially with regard to sustainable manufacturing, climate action, and clean transportation.

Local manufacturing strategy

In response to the urgent need to reduce dependence on imports and build a sustainable local industrial base, the Egyptian government launched in 2022 the national strategy to localize the automotive industry in Egypt, as part of a broader approach to enhance production capacity and keep pace with global transformations in the transportation industry.

As this strategy entered the stage of actual implementation, an amount of 1.5 billion pounds was allocated to it within the budget for the year 2024/2025, in support of expanding the scope of its application and providing the necessary incentives for local and international manufacturers, and an update to the strategy was also approved in May 2025 in preparation for its official activation in July 2025, and this confirms the state’s transition from the planning stage to implementation supported financially and organizationally.

In addition, the Automotive Industry Development Program (AIDP) was activated to raise local added value, in addition to establishing the Supreme Council for the Automotive Industry and establishing a fund for financing environmentally friendly vehicles, which enhances the trend towards clean and smart industries. These steps reflect an Egyptian commitment to developing an integrated industrial system that combines economic ambition and environmental responsibility. Which opens the door to talking about the future of sustainable transport in the region, and this trend has strengthened the positive international expectations, which confirm the importance and validity of the development path that Egypt is pursuing.

International expectations support localization strategies

In this context, Fitch Solutions confirmed in a recent report that the automobile production sector in Egypt is likely to achieve significant growth during the year 2025, in light of expectations of a stable exchange rate and an easing of restrictions on imports. Which enhances the availability of dollar liquidity and creates a suitable climate for production and expansion. The institution also indicated that continued government support may accelerate the growth of electric cars in the Egyptian market.

For its part, the International Energy Agency monitored increasing efforts by car manufacturers in Egypt to develop production lines for batteries and electric cars, and facilitate exports to the European Union, which it considered a vital step towards integrating Egypt into global value chains related to low-carbon transport. These international commendations show that Egyptian policies do not move in isolation from the global context, but are consistent with the environmental and industrial transformation trends imposed by climate variables and the global demand for cleaner and more transport solutions. Efficiency.
