Europe expands its investments in scientific research to support innovation and academic cooperation

Europe continues to expand its investments in scientific research and innovation as part of its efforts to enhance economic and technological competitiveness and build a more integrated scientific system among European countries. In this context, the European Union announced the opening of applications for new funds worth 22 million euros within the “European Horizon” program (Horizon Europe), with the aim of supporting research projects, academic institutions and innovation centers, especially in countries that still face gaps in research performance compared to the European Union average.

This step falls within the program “Expanding Participation and Spreading Excellence”, which seeks to support research capabilities in the least performing European countries in the fields of science and innovation, through funding research fellowships, cooperation between centers of excellence, and developing the administrative structure for research management.

This trend also reflects the European Union’s interest in promoting the knowledge economy and supporting cross-border scientific cooperation, especially with the increasing importance of scientific research in the fields of technology, energy, digital transformation, and sustainability.

This file is linked to the Sustainable Development Goals (SDGs), especially Goal 9 related to industry and innovation, and Goal 4 related to quality education, in addition to Goal 17 related to establishing partnerships, as investment in scientific research has become an essential element in supporting long-term economic and technological development.

Scientific research and reducing the gap between European countries

The European Union seeks, through new funds, to reduce the existing gaps in scientific research performance between European countries, especially in what are known as“Widening Countries”, which are countries that still record levels lower than the European average in indicators of innovation and research capabilities.

The European Commission indicates that these initiatives aim to enhance the ability of research institutions to attract international talent, expand scientific partnerships, and improve opportunities to participate in major research programs within the European Union.

The“ERA Fellowships” initiative concerned with fellowships is one of the most prominent new initiatives, as it has been allocated funding worth 8 million euros to support postdoctoral research fellowships, allowing researchers of different nationalities to move and work within research institutions in eligible countries.

This also reflects a European trend towards building a more balanced scientific system, in which the research and technological gaps between different regions within the continent are reduced.

Universities, research cooperation and capacity building

Plans to support scientific research in Europe depend largely on enhancing cooperation between universities, research centers and scientific institutions, especially through cross-border projects.

In this context, the European Union has allocated 7 million euros to the “Teaming Synergies” initiative concerned with research cooperation and twinning, which is expected to be fully granted to support one large, large-scale project aimed at supporting cooperation between existing research centers of excellence and emerging institutions, thus helping to enhance the long-term sustainability of these institutions and increase their regional impact.

The new funds also include the “Research Management” initiative (Research Management Facility), which focuses on developing research management systems and raising the administrative efficiency of scientific institutions, which is an important element in improving the quality of research projects and their ability to compete internationally.

These steps highlight the importance of building an integrated research environment based on funding, and also include developing the institutional and administrative structure, enhancing academic cooperation and exchanging experiences.

Scientific research and European economic competitiveness

Scientific research has become one of the main drivers of economic competitiveness within Europe, especially with the increasing reliance on technology and innovation in various industrial and economic sectors.
