The visit of the King of Spain to Egypt… Strategic partnerships for sustainable development
The Ittihadiya Palace witnessed an exceptional event when President Abdel Fattah El-Sisi and his wife, Mrs. Intisar El-Sisi, received – at the Ittihadiya Palace in Cairo – the King of Spain, Felipe VI, and his wife, Queen Letizia, on the first state visit by the King of Spain to Egypt.
There the ceremony was full of symbolism and celebration, as national anthems were played, artillery was fired, and horses were lined up in a scene that reflects the depth of relations between two countries whose history intersects in civilization and humanity.
But behind these protocol appearances lies a deep strategic dimension. This visit of the King of Spain established a new phase in Egyptian-Spanish relations, a phase that is not limited to politics or culture only, but extends to form a model of cooperation for sustainable development through which various global challenges can be faced.
In this context,Earth Defenders Foundation will address through this article the dimensions of this historic visit, and the implications it carries in terms of strategic cooperation between Cairo and Madrid, with a focus on the close connection between this partnership and the Sustainable Development Goals (SDGs).
A strategic partnership that establishes development
From the first moment, it seemed that this visit of the King of Spain was a turning point in the course of relations between Egypt and Spain. King Felipe VI expressed his pride in visiting Egypt, praising its cultural status and its regional and international role, while President Sisi stressed Cairo’s keenness to continue supporting the strategic partnership announced in February 2025. This keenness was evident in discussing broad areas of cooperation, which included the economy, tourism, education, and transportation, all the way to protecting heritage and antiquities.
Most important is the convergence on the ground of sustainable development. The challenges facing Egypt and Spain are similar in many aspects, from climate change to food security, and from economic challenges to natural resource management.
Hence the “Partnership Agreement for Development 2025 – 2030”, which was signed during the visit of the King of Spain to be a practical framework for translating this common vision into practical reality. This agreement is not just a bilateral cooperation document, but rather a joint declaration of the will of two countries to become part of global solutions to development challenges.

Visit of the King of Spain A new framework for green cooperation
The signing of the partnership agreement between the Minister of Planning, Economic Development and International Cooperation, Dr. Rania Al-Mashat, and the Spanish Foreign Minister, Jose Manuel Albarez, represents a turning point in the path of Egyptian-Spanish cooperation. Because the new program places as its top priorities the green transformation, combating climate change, enhancing food security, empowering women, and developing water and sanitation projects.
This approach reflects a growing awareness by both countries that true development is no longer measured by the volume of investments or the rate of economic growth only, but rather by the extent to which policies and programs are compatible with the goals of sustainable development. Therefore, the agreement stipulated the adoption of mechanisms for periodic follow-up and evaluation to ensure that what is achieved on the ground actually translates into progress in equitable and sustainable development indicators.
The innovative dimension of the agreement is highlighted in this context, as it is the first of its kind launched by the Spanish Agency for International Cooperation for Development (AECID) worldwide, making Egypt a model partner for Spain in formulating a new experience of development cooperation, which goes beyond bilateralism to include regional and international cooperation.
A shared vision towards sustainability
Dr. Rania Al-Mashat – Minister of Planning, Economic Development and International Cooperation – confirmed that the signing of the Partnership for Development Agreement between Egypt and Spain represents a qualitative turning point in the course of bilateral relations, as the agreement embodies the commitment of the two countries to advance joint development efforts on the basis of equality and balanced cooperation.
Al-Mashat also explained that this partnership does not stop at the borders of traditional economic interests, but rather sets a guiding framework for cooperation on strategic issues that represent a priority for both parties, such as climate change, food security, women’s empowerment, and water management.
The Minister of Planning, Economic Development and International Cooperation added that the agreement is the first of its kind for the Spanish Agency for International Cooperation for Development in the world, which reflects the special status that Egypt enjoys as a strategic partner of Spain in the region.
She indicated that the program is consistent with “Egypt Vision 2030” and the Sustainable Development Goals (SDGs); Because it depends on various implementation mechanisms, including bilateral programs, tripartite cooperation, and technical support. To enhance the exchange of experiences and expand the scope of common interest.
Dr. Rania Al-Mashat also stressed that the agreement is not limited to the government side only, but rather seeks to open broad horizons for civil society and the private sector. In order to participate in building a renewable development model, based on innovation and sustainability.
Then she explained that this step comes at a pivotal moment, as the priorities of Egypt and Spain intersect in facing global challenges, most notably the effects of climate change, irregular migration, and global economic crises.

Partnership for Peace and Development
In a related context, the meeting of the Minister of Foreign Affairs, Immigration, and Egyptian Affairs Abroad – Dr. Badr Abdel Aty – with his Spanish counterpart, “Jose Manuel Albarez,” confirmed the strength of the strategic partnership between the two countries. The Egyptian Foreign Minister appreciated the historic visit of the King and Queen of Spain, noting that it represents a reflection of the depth of bilateral relations and the continued Spanish support for Egypt within the European Union, especially on issues related to achieving regional security and stability.
The Minister also highlighted the importance of the involvement of Spanish companies in the fields of energy and green hydrogen, considering this a practical step that reflects the common trend towards the green economy, in line with the goals of sustainable development. He stressed that cooperation between the two countries extends to include the fields of education, tourism, and immigration, which are issues closely related to human development and social stability.
Palestine, a common voice for justice
The Palestinian file was not far from the heart of the discussions between the two sides, as President Sisi and “King Felipe VI” affirmed their commitment to the necessity of reaching a just peace based on the two-state solution, rejecting all attempts to displace the Palestinian people or liquidate their cause. President Sisi spoke at length about Cairo’s efforts to reach a ceasefire in Gaza and rebuild it, while the King of Spain expressed his appreciation for these efforts.
This compatibility reflects another dimension of sustainability; Since just peace and regional security are a basic condition for achieving sustainable development, it is not possible to talk about development or investment in light of armed conflicts or existential threats to peoples.
In this context, the Spanish position in support of the rights of the Palestinian people constitutes an example of the convergence of moral values with development requirements, as justice and peace are the seventeenth pillar of the Sustainable Development Goals (SDGs).

Green economy and future projects
In addition to politics and the Palestinian issue, the issues of the green economy and clean energy were at the heart of the discussions, as Cairo welcomed the involvement of Spanish companies in energy projects, especially green hydrogen production, which represents one of the strategic keys to the world’s transition towards a low-carbon economy. Cooperation in the transportation sector was also raised, as it is a lifeline for sustainable development, helps reduce emissions, and greatly contributes to facilitating the movement of trade.
The cultural dimension was not absent from this equation; Cooperation in the field of antiquities and heritage reflects that development is not just economic numbers, but rather includes the protection of common human identity and civilization. Through about 13 Spanish archaeological missions working in Egypt, another model of cultural and scientific cooperation is embodied, which serves the present and the future.
Towards a shared future based on sustainability
At the conclusion of the visit, it was clear that Egyptian-Spanish relations had entered a new phase of interaction, not limited to diplomatic words or protocol, but rather translated into commitments and projects on the ground. Because the signed agreements and common positions towards regional and international challenges all represent concrete steps towards building a partnership that goes beyond bilaterality, to become part of global efforts to achieve the Sustainable Development Goals (SDGs).
The King of Spain’s historic visit is not only an embodiment of extended friendship relations, but it is also a clear declaration of the will of two countries to be active in shaping a more just and sustainable future. In a world facing increasing challenges from climate change to economic crises and armed conflicts, this partnership confirms that international cooperation based on shared values is the best way to confront these challenges.
HenceEarth Defenders Foundationbelieves that building bridges of cooperation between peoples is not an option, but an existential necessity to ensure the survival of future generations in a more sustainable and balanced world, a world in which the environment is preserved, justice is respected, and cultural diversity is celebrated. والإنساني.
