Egypt Plan 2025-2029…a comprehensive economic vision to achieve Sustainable Development Goals (SDGs)

From the moment of the announcement of the medium-term national plan (2025/2026 – 2028/2029), which was presented by the government – represented by the Minister of Planning, Economic Development and International Cooperation – it seemed clear that Egypt was entering a new pivotal stage in the path of national development. Which reflects that development plans are no longer just numbers or economic indicators, but have turned into a comprehensive framework based on an integrated vision inspired by the spirit ofEgypt Vision 2030.

This plan is also not limited to setting economic targets, but rather seeks to reformulate the relationship between society, the economy and the state, in a delicate balance between growth, social justice and the protection of natural resources.

With the government affirming that the primary goal is to build the Egyptian human being, this does not mean stopping at the borders of education or health only, but also includes empowering the citizen economically and socially, and ensuring that he obtains equal opportunities in the labor market and public services. Therefore, the ambition is evident here to transform development into a tangible reality, felt by the average citizen in his daily life, through increasing income, improving services, and reducing social and economic gaps between regions.

This vision comes at a time when the world is witnessing unprecedented challenges on the economic and environmental levels, from global inflation, to climate change, to increasing disparities in the distribution of wealth. Therefore, the new Egyptian plan is based on enhancing the competitiveness of the national economy, while at the same time preserving social justice and the environmental dimension. TheThe Earth Guards Foundation will discuss in this article how this plan is translated into a comprehensive economic vision linked to the Sustainable Development Goals (SDGs), and how it can contribute to formulating a more just and balanced future for Egypt in the coming years.

Investing in human capital

The plan affirmed that building the Egyptian human being remains the primary goal of all development efforts. This affirmation reflects a deep awareness that the economy cannot flourish without a qualified human force capable of leading the process of production and creativity. Investing in human capital represents the essential foundation for ensuring the achievement of development in its comprehensive and sustainable sense.

However, this building cannot be achieved through education alone, but it also requires strengthening community participation and expanding the national dialogue on crucial challenges and issues. When the citizen is a partner in formulating policies, he becomes more committed to participating in achieving their goals. Therefore, the plan gave special importance to establishing the principle of community participation, ensuring the representation of all segments of society.

رأس المال البشري

The plan also focused on justice in distributing economic opportunities between different regions and groups. Real development does not mean the prosperity of major cities alone, but extends to reach the smallest village. This justice in distribution enhances the spirit of citizenship and social cohesion, and contributes to addressing historical disparities in income and wealth. Here, the economic dimension intersects with the social dimension to create together the foundations of sustainable development.

Structural reforms to build a competitive economy

Among the core axes of the new plan is the continued implementation of the structural reform program for the Egyptian economy. An economy that depends on only one or two sectors cannot withstand global crises, hence the focus on diversification and strengthening productive pillars in a sustainable manner. Structural reform means addressing deep imbalances, from weak productivity to labor market challenges, and it also means providing a more flexible economic environment capable of adapting to international transformations.

In this context, the plan attached great importance to enhancing the competitiveness of the Egyptian economy at the global level, and competition here does not only mean attracting foreign investments, but rather includes improving the business climate, developing infrastructure, and empowering the private sector to be a major partner in the development process. Empowering the private sector opens the way for greater innovation and diversification in sources of income, and enhances Egypt’s position on the map of the international economy.

الاقتصاد المصري

By enhancing the efficiency of the economy and reducing waste of resources, goals are achieved that intersect with Goal (9) of the Sustainable Development Goals (SDGs) related to industry, innovation and infrastructure, and Goal (12) related to responsible consumption and production.

These transformations make the plan a tool for overcoming traditional crises that hinder the economy, and open the door to an economy capable of competing globally without abandoning its social and environmental commitment. It is an economy that redefines the concept of growth from mere numbers in the gross domestic product to a quality of life whose direct impact is achieved in the lives of citizens.

Control population growth and resource sustainability

One of the most prominent challenges facing the Egyptian economy for decades is rapid population growth. Therefore, the plan placed the issue of controlling population growth at the heart of its concerns, in addition to improving the characteristics of the Egyptian family and developing the absorptive capacity of the labor market. Population is not just numbers, but rather labor force and productive energy if properly exploited, and it may turn into a burden if adequate job opportunities and services are not available.

On the other hand, the plan emphasized the preservation of natural resources and the rationalization of their use, while relying on renewable energy and the development of water resources. This point carries double importance in light of the global challenges related to climate change and water scarcity. The rational use of resources means protecting the rights of future generations, and it also means reducing the economic cost resulting from waste and depletion.

The combination of controlling population growth and rationalizing the use of resources reflects an awareness that development cannot be short-term or instantaneous, but must take into account the balance of generations and take into account Goal (13) of the Sustainable Development Goals (SDGs) on climate action, and Goal (6) related to the necessity of providing clean water, in addition to Goal (7) on clean and renewable energy.

Social Protection and Regional Justice

The plan placedsocial protection at the top of its priorities, as it is the basic gateway to achieving economic and social justice. Development that does not include the most vulnerable groups remains incomplete. Therefore, the plan expanded the umbrella of social protection to cover all those eligible, which contributes to improving living conditions, reducing poverty and unemployment rates, and enhancing the values of solidarity and community cohesion.

However, social justice is not achieved through support only, but also through fair regional distribution of public investments. As the plan seeks to correct the development gaps between the governorates and maximize the benefit from the comparative advantages available in each region, this equitable distribution contributes to raising the level of services and infrastructure, and opens the way for new job opportunities in regions that have been on the margins of development for decades.

Evidence-Based Planning

One of the prominent themes of the plan is the development of planning tools for preparing evidence-based policies; Development cannot be built on random expectations, but rather on accurate data and scientific analyzes that allow the government to formulate more efficient and transparent policies. Relying on evidence means improving the efficiency of public spending and directing it to areas of greatest need, which ensures tangible results on the ground. This approach also contributes to strengthening governance and combating corruption, by clarifying the standards and foundations on which economic decisions are based.

التخطيط الاستراتيجي

Towards an economy that puts humans and the environment in the equation

The medium-term plan (2025/2026 – 2028/2029) is not limited to being an economic document, but rather an announcement of a strategic shift in how Egypt deals with development issues. It seeks to build an economy capable of competing globally, while at the same time ensuring social justice and preserving natural resources.

This plan is fully consistent with the Sustainable Development Goals (SDGs) set by the United Nations, as it links economic growth, social justice, and environmental sustainability, in a balanced equation that reflects Egypt’s Vision 2030. It is not just long-term goals, but a realistic work program that seeks to translate great ambitions into tangible results that the citizen feels.

TheThe Earth Guards Foundation believes that through investing in people, structural reform, controlling population growth, preserving resources, enhancing social protection, and evidence-based planning, Egypt provides a practical model for implementing Sustainable Development Goals (SDGs) that puts the citizen at the heart of the process. This model is not separate from global challenges, but rather interacts with them and seeks to be part of The solution.

In the end, the biggest challenge remains ensuring continuity and commitment to implementing this plan on the ground. Development is not only a governmental decision, but rather a social contract between the state and society. Hence, this vision is a step towards a more sustainable and just future, in which the Egyptian economy becomes stronger and more solid.
