The World Bank.. Egypt ranks 22nd globally in the digital government maturity classification
Egypt is pursuing a policy based on digital transformation by building smarter and more integrated electronic services, to speed up procedures and reduce administrative burdens on citizens, within Egypt’s Vision 2030, which aims to improve the quality of life of Egyptians in all fields and sectors, which contributes to achieving the Sustainable Development Goals (SDGs), especially Goal No. (11)Sustainable cities and local communities.
One of the forms ofdigital transformationis the launch of the Egypt Digital Platform, which provides multiple electronic services, including, for example, commercial registry documentation services, social insurance, electricity, real estate registration, civil status, comprehensive health insurance, Egyptian Post, and courts.

وفي إطار التوجه نحو التحول الرقمي وتتويجًا لجهود مصر في هذا القطاع، أعلن البنك الدولي تقدم مصر 47 مركزًا في تصنيف مؤشر نضج الحكومة الرقمية لعام 2025، إذ عززت مكانتها ضمن مجموعة الدول الرائدة في الحكومة الرقمية بالفئة (أ) وهي أعلى فئة في المؤشر، لتصل إلى المركز 22 عالميًّا مقارنة بالمركز 69 في التقرير السابق الصادر عام 2022.
هذا وقد أعلن إصدار هذا العام عن التقدم الكبير الذي حققته مصر على مستوى جميع المحاور Home للمؤشر مقارنة بتقرير عام 2022؛ إذ ارتفعت نسبة النضج بمحور دعم النظم الحكومية الأساسية (الميكنة) كما ارتفع تقييم محور تقديم الخدمات الحكومية الرقمية، هذا وقد زادت نسبة نضج محور المشاركة والتواصل الرقمي مع المواطنين، كذلك سجل محور ممكنات الحكومة الرقمية ارتفاعًا.
Egypt’s strategy for achieving digital transformation
Dr. Amr Talaat, Minister of Communications and Information Technology, confirmed that this progress in the classification of the Digital Government Maturity Index for 2025 issued by the World Bank reflects the success of the ministry’s efforts in implementing the national strategy to achieve digital transformation, and supporting an effective environment for digital government in Egypt.
وتستند هذه الجهود إلى عدد من الركائز Home، من أبرزها ميكنة العمليات والخدمات الحكومية والتوسع في الخدمات الحكومية الرقمية عبر منصة مصر الرقمية، وتشجيع استخدام التكنولوجيا الحديثة في منظومة العمل في القطاع الحكومي فضلًا عن توفير الدعم التقني للمنصات الحكومية الخاصة بالتفاعل مع المواطنين؛ كما تتكامل مع العمل على تطوير البنية التحتية الرقمية ورفع كفاءتها، بما يضمن التوسع في إتاحة الخدمات الرقمية،In addition to adopting policies and legislation that support digital transformation, including the launch of an open data policy.
Building digital capabilities is a top priority
Investing in building digital capabilities is at the top of the government’s priorities, out of its belief in the importance of digital transformation in achieving comprehensive sustainable development, through implementing integrated programs to prepare and qualify cadres in various technological specializations, and developing the digital capabilities of workers in the state’s administrative apparatus, in a way that enhances the ability of state institutions to absorb and employ modern technologies.
وتدعم وزارة الاتصالات وتكنولوجيا المعلومات الابتكار الرقمي في مجال التكنولوجيا الحكومية من خلال عدد من البرامج والمبادرات، من أبرزها إطلاق مبادرة “معمل الابتكار الحكومي” بمركز إبداع مصر الرقمية بالجيزة، لتمكين الشركات الناشئة المبتكرة العاملةIn the field of government technology, and contributing to improving the quality of digital government services.
وكانت مصر قد حققت قفزة في مؤشر نضج الحكومة الرقمية خلال السنوات الخمس الماضية، بالانتقال من فئة الدول ذات الأداء المرتفع (ب) عام 2020 إلى الفئة الأعلى (أ) 2022، لتعزز مكانتها هذا العام في الفئة (أ) مع تحقيق تقدم في نسبة النضج بمعدل 21.3% لتصبح مصر في مصاف الدول الرائدة عالميًّا في مجال نضج الحكومة الرقمية.
This great progress for Egypt in the Digital Government Maturity Index for 2025 issued by the World Bank, as it advanced 47 places to reach 22nd place globally is the result of years of efforts made to improve the digital infrastructure and move towards digital transformation to adapt technology to serve citizens through the “Digital Egypt” platform, which provides multiple services such as real estate registration and electricity.Comprehensive health insurance and others, and this comes within the framework of Egypt’s Vision 2030 by achieving the eleventh goal of comprehensive sustainable development related to building sustainable cities and local communities.
في الختام، يعد التحول الرقمي في مصر إعادة صياغة عميقة لعلاقة الدولة بالمواطن إذ لا يمكن اعتباره مجرد تحديث تقني أو نقلًا للخدمات من الشكل الورقي إلى الإلكتروني، كما يقوم التحول الرقمي على الكفاءة والشفافية وسرعة الاستجابة.
ويعكس التقدم اللافت في مؤشر نضج الحكومة الرقمية الصادر عن البنك الدولي انتقال مصر من مرحلة تأسيس البنية التحتية الرقمية إلى مرحلة توظيفها لتكون أداةً تنموية فاعلة، تسهم في تحقيق العدالة في إتاحة الخدمات وتقليل الفجوات الإدارية والمكانية، بما يدعم استدامة المدن والمجتمعات المحلية.
